Recently, the extent of Japanese export penetration into other Western economies, particularly the USA, has become a matter of great international concern. There have been increasingly strident demands for Japan to reciprocate on imports, for the Japanese market to be 'opened up' and, by some people, for sanctions or a trade war if the Japanese do not respond. This book examines the growth of protectionist sentiment and the Japanese response to it. It examines in detail the debates within Japan and discusses the measures which the Japanese have actually taken, including the voluntary export restraint measure in the motor sector. It concludes that, broadly, the Japanese are indeed responding to world demands for their market to be opened up but that successful exporting to Japan depends equally on efforts by Western companies to service that market, which they have so far been relatively slow to do.

Since the end of the Cold War, there has been a significant change in Japanese security policy, as Japan’s security identity has shifted from a peace state, to an international state. In this book, Bhubhindar Singh argues that from the 1990s onwards, the Japanese security policymaking elite recognized that its earlier approach to security policy which was influenced by the peace-state security identity was no longer appropriate. Rather, as a member of the international community, Japan had to carve out a responsible role in regional and international security affairs, which required greater emphasis on the role of the military in Japan’s security policy. To explore the change in Japan’s security identity and its associated security behaviour, this book contrasts the three areas that define and shape Japanese security policy: Japan’s conception (or definition) of national security; the country’s contribution, in military terms, to regional and international affairs; and the changes to the security policy regime responsible for the security policy formulation. Further, it seeks to challenge the dominant realist interpretation of Japanese security policy by adopting an identity-based approach and showing how whilst realist accounts correctly capture the trajectory of Japanese post-Cold War security policy, they fail to explain the underlying causes of the change in Japanese security behaviour in the post-Cold War period. This book is an important addition to the current literature on Japanese security policy, and will be of great use to students and scholars interested in Japanese and Asian politics, as well as security studies and international relations more broadly.

Rather, all the alternatives pursued together would potentially lead to an efficacious option, consequently providing Japan’s foreign policy with greater independence from the United States.

Japan’s unusual position in the realm of international politics encapsulates a three-fold juxtaposition: both in and out of Asia, both occupied by and a close ally of the United States, and both a key trade partner and a strategic rival of China. Whilst international relations theory offers a number of ways to analyse these relations, this book instead utilizes the concept of risk to provide an innovative perspective on Japan’s relations with China, North Korea and the US. The book elucidates how risk, potential harm and harm are faced disproportionately by certain groups in society. This is demonstrated by providing an empirically rich analysis of the domestic implications of security relations with China, North Korea and the United States through the presence of US troops in Okinawa. Beginning with a theoretical discussion of risk, it goes on to demonstrate how the concept of risk adds value to the study of international relations in three senses. First, the concept helps to break down the boundaries between the international and domestic. Second, the focus on risk and the everyday directs us to ask basic questions about the costs and benefits of a security policy meant to secure the national population. Third, what implications do these two points have for governance? The question is one of governance as Japan’s externally oriented security policy produces domestic insecurity shared disproportionately, not equally, as this volume makes clear. Developing the theory of risk as a tool for understanding international relations, this book will be of great interest to students and scholars of Asian politics, Japanese politics, international relations and security studies, as well as to policy makers and practitioners working in the field.
