Since the end of the Cold War, there has been a significant change in Japanese security policy, as Japan’s security identity has shifted from a peace state, to an international state. In this book, Bhubhindar Singh argues that from the 1990s onwards, the Japanese security policymaking elite recognized that its earlier approach to security policy which was influenced by the peace-state security identity was no longer appropriate. Rather, as a member of the international community, Japan had to carve out a responsible role in regional and international security affairs, which required greater emphasis on the role of the military in Japan’s security policy. To explore the change in Japan’s security identity and its associated security behaviour, this book contrasts the three areas that define and shape Japanese security policy: Japan’s conception (or definition) of national security; the country’s contribution, in military terms, to regional and international affairs; and the changes to the security policy regime responsible for the security policy formulation. Further, it seeks to challenge the dominant realist interpretation of Japanese security policy by adopting an identity-based approach and showing how whilst realist accounts correctly capture the trajectory of Japanese post-Cold War security policy, they fail to explain the underlying causes of the change in Japanese security behaviour in the post-Cold War period. This book is an important addition to the current literature on Japanese security policy, and will be of great use to students and scholars interested in Japanese and Asian politics, as well as security studies and international relations more broadly.

Normalizing Japan seeks to answer the question of what future direction Japan's military policies are likely to take, by considering how policy has evolved since World War II, and what factors shaped this evolution. It argues that Japanese security policy has not changed as much in recent years as many believe, and that future change also will be highly constrained by Japan's long-standing "security identity," the central principle guiding Japanese policy over the past half-century. Oros' analysis is based on detailed exploration of three cases of policy evolution—restrictions on arms exports, the military use of outer space, and cooperation with the United States on missile defense—which shed light on other cases of policy change, such as Japan's deployment of its military to Iraq and elsewhere and its recent creation of a Ministry of Defense. More broadly, the book refines how "ideational" factors interact with domestic politics and international changes to create policy change.

Compared to the Cold War, Japan's post-Cold War security policy has undergone significant change. This is especially visible in the new means Japan has adopted, both outside and within the context of the U.S.-Japan security relationship, in contributing to regional and international affairs in military-strategic terms. Challenging realism's dominance, this paper captures this shift through the use of collective identity, more specifically, Japanese security identity. It argues that Japan's security policy expansion is captured by the shift in Japan's security identity from a peace-state to an international-state. To understand this shift, the security identity is studied in the context of the Japanese security policymaking regime. Three elements of the regime are studied: the agents involved in the security policymaking process, the decision-making structure, and the role of the U.S. in Japan's security policymaking process. The combined effect of these elements determines the dominant security identity and Japanese security policy.
