Odden's Education Policy Implementation, also published by SUNY Press, this book presents original work by a new generation of scholars contributing to education policy implementation research. The contributors define education policy implementation as the product of the interaction among particular policies, people, and places. Their analyses of previous generations of implementation research reveal that contemporary findings not only build directly on lessons learned from the past, but also seek to deepen past findings. These contemporary researchers also break from the past by seeking a more nuanced, contingent, and rigorous theory-based explication of how implementation unfolds. They argue that researchers and practitioners can help improve education policy implementation by not asking simply what works, but rather focusing their attention on what works, for whom, where, when, and why.

Abstract: This literature review focuses on education policy implementation, its definition, processes and determinants. It aims to clarify what implementing policies involve in complex education systems to support policy work, building on the literature and country examples. An introduction delves into the reasons behind the need to update the concept of education policy implementation, which is defined as a purposeful and multidirectional change process aiming to put a specific policy into practice and which affects an education system on several levels. The paper then analyses the determinants that hinder or facilitate the process and groups them under four dimensions which support effective implementation: smart policy design, inclusive stakeholder engagement, conducive context and a coherent implementation strategy. Based on these dimensions, the paper proposes a generic framework and a complementary set of questions and principles for action that can guide policy makers to design, analyse and carry out their education policy implementation processes

Starting from the now classical book by Ladislav Cerych and Paul Sabatier (1986), the editors present a critical appreciation of that initial work and a review and critical appraisal of current empirical policy research in higher education. In the second part, a set of chapters analyses the effective and specific complexities of the implementation of higher education policies in several countries, offering a wide variety of situations both in terms of duration of implementation, legal objectives, adequacy of causal theories underlying the reforms, adequacy of financial resources and degree of commitment of the main actors of the process. Some of these chapters use alternative theoretical frameworks developed since the 1986 Cerych and Sabatier theorization to interpret the empirical results, and some national cases do not fall within the scope of Cerych and Sabatier’s analysis. The national case studies are: Australia (2), Austria, Finland, Italy, Mexico, The Netherlands, Norway, Portugal, Spain, South Africa, Sweden, the UK and the USA.
