It has approximately 9 million inhabitants thereof ca. 1 million immigrants . Till the end of August 2006 there had 64,681 Immigrants been given excess to Sweden. So the population is heterogeneous and is concentrated in mainly three areas of the country. “In an international comparison, the Swedish overall rate of participation in education is one of the highest.” The basic principle of education in Sweden is equality. This means equality of opportunities / access but also equality of outcomes / results. Everybody in Sweden must have access to an equivalent, uniform education, regardless of sex, irrespective of their social or ethnic backgrounds or their place of residence, because a well-educated society is a prerequisite for the expansion of the country’s economic and the further development of the Swedish welfare state. There is also a big awareness of the importance of research and development. Due to this the cost for the education system in Sweden are very high, among the highest in the world . In the following pages I want to outline the Swedish educational system. I will start with a sketch of the reforms and according to the lights of this essay I will begin with the 20th century. The goal is to shed light on the needs of the society and on political reasons of the reforms. Furthermore I will represent an overview of the today’s system and discuss the differences between the “old” and the “new” strategies as well as advantages and disadvantages. The History of Sweden’s Education – short Review In the 19th century Sweden rapidly transformed from an agricultural, traditional society into an industrialised society. During this industrialisation and also democratisation the well-known Swedish model developed (1920s). By this is the specific model of a social welfare system is meant. It was characterized by centralism, universalism and cooperation between the capital and labour (consensus). At that time the focus was on developing a (social) welfare system this includes also focus on the education system. In this inclusive and centralised welfare state, science was a tool for modernising society in large reforms. The peak was reached in the 1970s. Trends within the educational system of Sweden which increase the existence and/or potential of democratization are examined in this monograph. The process of democratization is interpreted as referring to educational objectives such as equal opportunity, as well as to structural changes within the system which increase the likelihood that stated goals will be achieved. The document is presented in nine chapters. Chapter one introduces the scope of the study (elementary and secondary education, higher education, and adult/continuing education). Chapter two explains how the comprehensive school system was introduced and examines how students are channeled into different courses of study according to their interests and abilities after basic education is completed at age 16. Chapters three and four focus on some of the problems of this differentiation process, including equal opportunities for both sexes, separation according to theoretical and/or practical orientation, changing a track after an extended period of time in one study program, and variation of standards among schools. Chapter five elaborates on extra provisions for underprivileged populations. Chapters six and seven examine the relationship between school and working life and analyze how parents, community groups, educators, and administrators can work together more cooperatively. Chapter eight investigates recurrent education. The final chapter summarizes preceeding chapters. Conclusions are that although some evidence is found of equalization of educational opportunities (i.e., the between-school differences in educational standards have been reduced and access to upper-secondary education has been increased), most advances toward a democratized education have come about as a result of measures taken to democratize Swedish society at large. An evaluation of experimental distance courses offered by Swedish universities beginning in the academic year 1974-75, this study gathered data through questionnaires and interviews with teachers and administrators responsible for the courses (N=120), as well as questionnaires distributed to students at the beginning of the first term and the end of the second term. These provided background data and information on the students' work situations, study motives, planned and actual amount of time for study, study breaks and other problems, use of special teaching aids, and attitudes toward different components of the teaching program. Main findings include a very high degree of satisfaction among the participants (N=797) and relatively high pass rates, even though the majority of the participants worked full time while they were taking courses. A follow-up study of the students (N=571), which was conducted five years after they started, indicates that the work situation is very stable for men, though women change work frequently; interest in continuing education remains very high, with 80% of the group involved in some other kind of studies during the 5-year period; and the group is very flexible in their choice of educational organization. A discussion of the decentralized Swedish model in relation to other systems and the international debate on distance education models concludes the report.
