The great over-representation of young drivers in crashes and road fatalities is a serious public health problem that exacts an unacceptable toll in human, social and economic terms. Young drivers account for about 27 per cent of driver fatalities across OECD countries, although people in the same age group represent only about 10 per cent of the population. Furthermore, between 20 and 30 per cent of total traffic fatalities result from crashes involving a young driver. Young male drivers' crash fatality rates are as much as three times those of young female drivers, and remain much higher even when adjusted to factor in their higher rates of exposure. In some countries, young males' relative risk, compared to that of other drivers, is increasing. The high levels of young driver risk result principally from factors of inexperience, age, and gender. This risk is aggravated by the circumstances under which many young people drive - young people, especially men, are over-represented in crashes at high speed, at night, with similarly aged passengers, involving alcohol, and often when not wearing seatbelts. There is no single solution. The goal of reduced young driver crashes must be pursued through a combination of countermeasures involving the licensing process, training and learning methods, enforcement, education and communication, and technology.

This report presents an overview of results in other reports in this series which separately analysed Australian and USA mass crash databases. The focus was on identifying differences between the crash patterns of young and mature car drivers which occur consistently across databases, as well as consistent differences between daytime and night time crash patterns. Results showed that day/night differences were often large, and usually of similar magnitude for both young and mature drivers. Higher young driver compared to mature driver involvement was shown for single vehicle crashes, crashes occurring on curves or slopes, travelling above the speed limit or at excessive speed, and crashes where 'loss of control ' was identified as a casual factor. This report reviews literature on young drivers' behavioural and personal characteristics in relation to their crash risk. Information is discussed within the framework of a theoretical model in which the major determinants of risk are : drivers' personal characteristics (skill, motivation) and their exposure to crash risk (both quantitative and qualitative factors). The review found that young drivers' skills are less developed than those of older drivers; research is required to define the types and amounts of experience needed to become a 'fully skilled ' driver; that young driver motivation differs in some important ways from that of older drivers; that decisions made prior to driving influence drivers' subsequent exposure to crash risk, independent of their actual driving performance; and that there is insufficient evidence to reach any clear conclusion on the issue of the 'young problem driver '.
