The single market became a reality on 1 January 1993. It is inconceivable without a financial dimension: capital and financial services must be able to circulate freely. Even so, for a long time scant progress was made in this field. As a result, the implementation of this objective became more urgent, but also more problematical. How was financial integration to be achieved? This is the subjectmatter of Part One of this study. These concepts, which may seem abstract, are clarified with regard to their component parts and their interactions. After a description of the objective of an integrated European financial area, which is a prerequisite for completing the internal market, the degree of liberalization of capital movements achieved in the 30 years or so since the signing of the Treaty of Rome is summarized from three points of view: the legal framework, the practices followed by Member States and the dynamics of the process of liberalization. The decisions taken to achieve an integrated financial market are then examined: the Directive of 24 June 1988 completely liberalizing capital movements within the European Union; the strengthening of these liberalization measures agreed in the Maastricht Treaty; the Directives adopted with a view to achieving a genuine common market in financial services, particularly in the banking sector. The reasons underlying the decision to create a genuine integrated financial area naturally point up the need to go further and to consider establishing an economic and monetary union between the Member States. Such a union should, among other things, make it possible to exploit fully all the potential advantages stemming from completion of the single market. Without doubt, it also constitutes the most appropriate response to the difficulties involved in managing monetary policies and safeguarding exchangerate stability in an integrated financial area. For this reason, Part Two of this study deals with the problems associated with achieving economic and monetary union. Attention is focused first on the measures for reinforcing monetary cooperation that were taken when it was decided to liberalize capital movements, on the goal of economic and monetary union and on the initial steps taken in that direction. We shall then describe the prospects opened up by the Maastricht Treaty, which has defined the content of such an economic and monetary union and has introduced into the European Union's constitution a detailed timetable for its implementation.
