This report focuses on the contribution that international capital makes to economic development. While the report pays close attention to the events of the recent past, it also places the use of foreign capital in a broader and longer-term perspective. Using such a perspective, the report shows how countries at different stages of development have used external finance productively; how the institutional and policy environment affects the volume and composition of financial flows to developing countries; and how the international community has dealt with financial crises. This report concludes that the developing countries will have a continuing need for external finance. It demonstrates that many of the policies required to attract external finance and promote economic growth are either being implemented or planned already.

Until the early to mid-1970s, social scientists in the fields of population and development were largely going their own ways. Demographers relied almost exclusively on demographic transition theory as their para digm for understanding the role of development in population change and fertility decline. Conversely, most development economists and other specialists were certainly aware of the constraints placed upon development objectives by population growth. However, the main de velopment theories paid little attention to population and the implica tions of population growth for development. Indeed it was not until after the World Population Conference in Bucharest in 1974 that the interaction of population and development became a serious and pur posive theme for social scientific study. Accordingly, since about the mid-1970s, an extensive literature in the field of population and develop ment has been generated. And in 1975, under the auspices of The Popu lation Council, the journal Population and Development Review was found ed, a journal which in the past decade has developed into the premier publication in the world for work in this area. But our understanding of development as it refers to change in Third World countries remained fragmented. Moreover, our understanding of the linkages and interac tions between population and development was very limited. It is in this regard that Ozzie Simmons's Perspectives on Development and Population Growth in the Third World will certainly have an impact.

Marx predicted in Capital (1867) that as capitalism became global, patterns of work would be transformed, and workers would need to develop versatility, flexibility, and mobility. This 'general law of social production', as he called it, is now in evidence all around us, in global value chains, 'zero hours' contracts, and contract work organised through digital platforms. It results from competition between capitalists, scientific and technological revolutions in production, and incessant advances in the division of labour as production processes are broken down into ever smaller steps. This book documents the leading roles of the Paris-based Organisation for Economic Cooperation and Development and the Washington-based World Bank as advocates of these developments. They do not, as generally supposed, simply represent the interests of the advanced economies or the 'West' and their transnational corporations. They promote a single global model of capitalist development, without limits and on a genuinely global scale. It calls upon all states to 'adjust' continually to the structural and social demands of competitiveness, which they see as essential to the global hegemony of capital over labour. The OECD and the World Bank propose policies that give girls and women equal access to education and paid work, reform welfare to 'make work pay', introduce flexible labour contracts that make 'hiring and firing' easier, focus education on skills that boost employability, and draw workers in the developing world from the 'informal' sector into the formal sector, where they can be more productive. This is the politics of global competitiveness.

This report synthesizes and interprets the lessons of more than forty years of development experience. Together with last year's report on poverty and next year's on the environment, it seeks to provide a comprehensive overview of the development agenda. The 1990s began with dramatic changes, as many countries in Eastern Europe and elsewhere initiated ambitious reforms of their economic and political systems. Against the backdrop of these transitions, this report links the historical debates that counseled policymakers in their past decisions, the lessons of experience, and the evolving thought on how best to proceed. One of the most valuable lessons relates to the interaction between the state and the market in fostering development. It describes a market-friendly approach in which governments allow markets to function well, and in which governments concentrate their interventions on areas in which markets prove inadequate. The report looks at four main aspects of the relationship between governments and markets: (a) investing in people; (b) the climate for enterprises to flourish; (c) the integration of countries with the global economy; and (d) a stable macroeconomic foundation for sustained progress. The report stresses that, above all, the future of developing countries is in their own hands. Domestic policies and institutions hold the key to successful development.

This evaluation of the Bank's assistance on trade-related issues focuses on the period between fiscal years 1987 and 2004. The majority of developing countries have significantly improved their environment for trade and economic growth, following over two decades of assistance from the Bank in trade reform. Arguably, the developing world is more open today than at any time in recent memory. Developing countries have more than doubled their exports since the mid-1980s, helping many of them to grow steadily. Exports and imports have risen as a share of the gross domestic product (GDP) across a wide range of countries, fueled in part by China's remarkable trade performance, and the growth in services trade. Trade policies have also been significantly liberalized. Average import tariffs have fallen steadily over the period, although the fall in other forms of protection has been more gradual. Between fiscal years 1987 and 2004, about 8.1 percent of total Bank commitments went to 117 countries to help them better integrate into the global economy. This financing has been accompanied by a large volume of analysis in operational economic and sector work (ESW), research publications on trade, and working papers on trade-related topics. During the first phase (starting in the 1980s), the Bank focused largely on the traditional trade agenda related to opening up economies. During the second phase, from the mid- to late-1990s, the Bank's emphasis on trade declined, although the impact of earlier trade reforms was still playing out. In the third phase, initiated with the collapse of the World Trade Organization (WTO) Seattle trade ministerial meeting in 1999, growing pressure to deliver on the Millennium Development Goals (MDG), and interest from development partners (notably bilateral donors), led the Bank to reappraise its trade activities. This phase has focused on the global trading system, and "behind-the-border barriers" to trade. The Bank's trade activities during the period were led by a grade policy reform package supported by four components: import-related; export-related; exchange rate and foreign exchange management; and, industrial and other supporting policies. This assessment reviews project-related outcomes and outputs, to focus on the progress toward a more development-friendly trading. Recommendations include addressing poverty-distributional outcomes and external shocks in a balanced approach; revisiting the balance between global and country agendas, and strengthening operational links on trade issues; and, strengthening knowledge management efforts.
