This synthesis documents information regarding the current state of practice for work zone speed management. The report compiles data, procedures, techniques, and technical issues related to observing and comparing work zone speeds. The speed management measures have been organized into four categories: engineering, operational, enforcement, and public education and outreach. Information included in this study was acquired through a review of the literature, two surveys of state department of transportation representatives in all states, a compilation of state agency public information campaigns, and follow-up interviews with select survey respondents from several U.S. states and one Canadian province.

In addition, the report discusses other methods for speed management, including merge control, driver and worker education, and real-time traffic information systems. The report also provides a number of conclusions and recommendations based on the synthesis, which identify some of the key problems and solutions.

The number of hazards and mitigation strategies corresponding to work zone crashes can be substantial. The intent of this research is to develop a formalized risk management plan to identify potential hazards on plans, designs, or job sites and to cue a risk response to the hazards. Mitigation strategies may take the form of a mitigation "method" (alert motorist, assist worker/motorist, control motorist, inform motorist, and protect worker/motorist). The results of this research will be a formal step-by-step methodology to be utilized by managers and decision makers. Each stage of the project life-cycle (or Project Development Process) will provide a checklist of hazards and mitigation strategies. This research will also provide a qualitative method to assess the likelihood and severity of a hazard or multiple hazards on a roadway work zone.

The report presents a prioritized listing of twenty problem statements relating to traffic safety in construction, maintenance and utility work zones. These problem statements were developed from (1) data collected during 103 site visits, (2) an analysis of 30 construction zones before and during accident case studies, (3) a literature review, and (4) personal experiences of an interdisciplinary, six-person professional staff. Results indicate that approximately two-thirds of the work zone safety problems could be ameliorated if current standards and/or knowledge were properly applied. Results also include data relative to traffic control device use, traffic operation, and accident location in work zones.
