Allied nations often stop each other from going to war. Some countries even form alliances with the specific intent of restraining another power and thereby preventing war. Furthermore, restraint often becomes an issue in existing alliances as one ally wants to start a war, launch a military intervention, or pursue some other risky military policy while the other ally balks. In Warring Friends, Jeremy Pressman draws on and critiques realist, normative, and institutionalist understandings of how alliance decisions are made. Alliance restraint often has a role to play both in the genesis of alliances and in their continuation. As this book demonstrates, an external power can apply the brakes to an incipient conflict, and even unheeded advice can aid in clarifying national goals. The power differentials between allies in these partnerships are influenced by leadership unity, deception, policy substitutes, and national security priorities. Recent controversy over the complicated relationship between the U.S. and Israeli governments—especially in regard to military and security concerns—is a reminder that the alliance has never been easy or straightforward. Pressman highlights multiple episodes during which the United States attempted to restrain Israel's military policies: Israeli nuclear proliferation during the Kennedy Administration; the 1967 Arab-Israeli War; preventing an Israeli preemptive attack in 1973; a small Israeli operation in Lebanon in 1977; the Israeli invasion of Lebanon in 1982; and Israeli action during the Gulf War of 1991. As Pressman shows, U.S. initiatives were successful only in 1973, 1977, and 1991, and tensions have flared up again recently as a result of Israeli arms sales to China. Pressman also illuminates aspects of the Anglo-American special relationship as revealed in several cases: British nonintervention in Iran in 1951; U.S. nonintervention in Indochina in 1954; U.S. commitments to Taiwan that Britain opposed, 1954-1955; and British intervention and then withdrawal during the Suez War of 1956. These historical examples go far to explain the context within which the Blair administration failed to prevent the U.S. government from pursuing war in Iraq at a time of unprecedented American power.

China’s Challenges and International Order Transition introduces an integrated conceptual framework of “international order” categorized by three levels (power, rules, and norms) and three issue-areas (security, political, and economic). Each contributor engages one or more of these analytical dimensions to examine two questions: (1) Has China already challenged this dimension of international order? (2) How will China challenge this dimension of international order in the future? The contested views and perspectives in this volume suggest it is too simple to assume an inevitable conflict between China and the outside world. With different strategies to challenge or reform the many dimensions of international order, China’s role is not a one-way street. It is an interactive process in which the world may change China as much as China may change the world. The aim of the book is to broaden the debate beyond the “Thucydides Trap” perspective currently popular in the West. Rather than offering a single argument, this volume offers a platform for scholars, especially Chinese scholars vs. Western scholars, to exchange and debate their different views and perspectives on China and the potential transition of international order.

This study revaluates the work of the scientist and radical, poet and dramatist and English exile in Germany Thomas Lovell Beddoes (1803-1849). While his writing has elicited high praise from poets ranging from Robert Browning through Ezra Pound to John Ashbery, scholars have frequently neglected it on grounds of its purportedly morbid and opaque eccentricity. Countering this scholarly perception, this book deftly relocates Beddoes’s poetry, drama and prose at the centre of Anglo-German debates on aesthetics and life science, politics and theatre in an early nineteenth-century European context. Aided by his letters from Germany, the book re-creates the intercultural discursive universe in which Beddoes easily moves from Shakespeare’s plays or the aesthetic experiments of Shelley and his circle to Goethe and to topics debated among Heinrich Heine and the Jungdeutschen, from the most advanced contemporary scientific research to the post-Napoleonic politics of the German radical students’ organisations, and from Byron, Baillie and London’s illegitimate theatre to Schiller’s and Tieck’s highly charged reflections on male-male friendship. The study combines historicist strategies with theories of performance, performativity, and visuality as it focuses, in particular, on Beddoes’s major and defining work, Death’s Jest-Book, first completed in 1829 and published posthumously after much revision in 1850. This study shows how Death’s Jest Book, as both drama and poetry, devises complex perspectives on scientifically inspired notions of ‘life’ and history, how it forges a radical vision for post-Napoleonic Europe and how it links this vision to a daring conception of desiring, gendered selves. The book pays close attention to the dialogue Beddoes’s writing maintains with Early Modern literature, and it highlights the proto-modernist features that link his work to that of Büchner, Grabbe and a European theatre avant-garde. This innovative study of Beddoes’s work, cutting across current investigations into politics, gender, and science in intercultural Romantic Studies should be of interest to scholars and students of British Romantic and Victorian studies as well as of German Vormärz studies, and to students and scholars of drama and theatre as well as Queer studies.
