This volume completes the research project on "Liberation and Democracy in Southern Africa" (LiDeSA). It mainly addresses socioeconomic and gender-related issues in contemporary Namibia. Most of the contributors are either Namibian, based in Namibia or have undertaken extensive research in the country. Their interest as scholars and/or civil society activists is guided by a loyalty characterised not by rhetoric but by empathy with the people. They advocate notions of human rights, social equality and related values and norms instead of being driven by an ideologically determined party-political affiliation. Their investigative and analytical endeavours depict a society in transition, a society that is far from being liberated. Not surprisingly, this compilation explores the limits to liberation more than its advances.

This 2017 Article IV Consultation highlights that Namibia’s economy has reached a turning point with ending of temporary expansionary factors. GDP sharply decelerated in 2016 and contracted in 2017 as construction in the mining sector came to an end and the government began consolidating. With the economy contracting and Southern Africa Customs Union’s receipts temporarily increasing, the current account balance improved significantly. The outlook remains positive with considerable vulnerabilities and risks. Growth is projected to resume in 2018, as mining production ramps up, construction activity stabilizes and manufacturing recovers, before converging to a long-term rate of about 3.5 percent, below the average of recent years.

A study of the ambiguity of democratization and how it can generate violence Southern Africa has embarked on one of the world's most ambitious security co-operation initiatives, seeking to roll out the principles of the United Nations at regional levels. This book examines the triangular relationship between democratization, the character of democracy and its deficits and national security practices and perceptions of eleven southern African states. Based on national studies conducted by African academics and security practitioners over three years, it includes an examination of the way security is conceived and managed, as well as a comparative analysis of regional security co-operation in the developing world. The study concludes that democratization is ambiguous and uncertain and can in some cases generate violent conflict. Building a common security regime in southern Africa will require moving beyond regime solidarity. In particular, progress will mean building multinational institutions, entrenching democratic practices, drawing on civil society and integrating the southern African project with that of the African Union. The authors conclude with a set of policy recommendations that aim to strengthen both states and civil society within the framework of an emerging common security system.
