This volume brings together a group of distinguished scholars to engage in a dialogue on key developments in the study of security. The book provides a comprehensive overview of theoretical, empirical and methodological developments within security studies, whose political and societal importance has grown significantly in recent years. By bringing together scholars who hold differing perspectives on security, this volume provides insights into a variety of approaches and their newest developments, including ‘mainstream’ as well as heterodox perspectives on security. This book examines how continental great powers have attempted to develop and wield strong navies since 1801. Continental Powers and Naval Development argues that a continental great power’s ability to build and effectively use a strong navy is greatly affected by two factors: a naval force design capable of executing national strategy (strategy coherence) and the deployment of that navy to places or for purposes that minimize the dominant naval power’s threat perception (threat diffusion). Each factor is deceptively difficult for a continental great power to achieve but, through an analysis of four historical case studies, this book shows how both factors are vital not just for successful naval development, but for keeping the peace among great powers. Finally, it highlights how states commonly thought of as “unnatural” naval powers can nonetheless achieve their political objectives at sea. This book will be of much interest to students of naval history, maritime strategy, and International Relations.

The attacks of September 11, 2001, represented the beginning of what President Bush has called [beta]a new kind of war.[gamma] While terrorism itself has long been on our spectrum of real and immediate threats, the magnitude of the attacks and the administration[alpha]s aggressive and expansive response have changed the definition of national security. Homeland security, the new first priority, needs to be integrated with more traditional national security concerns. The role of the Intelligence Community must strike a new balance in terms of foreign intelligence and domestic security. The military mission should be redefined. Meeting all of these challenges demands a fundamental transformation of American strategy, armed forces, and national security organization. This conference identified key issues and questions and was the inaugural event in a long-term project to assess defense transformation. This report summarizes the discussions from that workshop.
