This Reference Note introduces guidance on preferential trade agreements (PTAs). In so doing, it responds to the request by the Executive Board in the context of the Independent Evaluation Office (IEO) Evaluation of IMF Involvement in Trade Policy Issues. Section II provides context for the Fund’s work on trade policy, drawing upon the 2009 IEO Evaluation, the 2005 Review of Fund Work on Trade, and the discussion of the Executive Board on these occasions. Section III reflects issues presented in Preferential Trade Agreements—Issues for the Fund, discussed at an informal Board seminar in December 2006.

Developing a Sustainable Economy in Cameroon is an ambitious effort as the authors try to set a blue print for Cameroon's economy. In the 1980s facing economic crisis, and as dictated by the structural adjustment programme, Cameroon sharply cut public investment expenditures before later cutting government consumption which were followed by privatisation, liquidation of public companies and reduction in the size of the public sector. All these measures are believed to have had devastating effects on the economy. Given the performance of the economy so far the authors suggest that much more effort, with a strong commitment of the main stakeholders, is required to guarantee sustainable economic development in Cameroon. Truly, very few countries in Africa possess such enormous human and natural resources as Cameroon does. It was recognized by many developing countries in the 1980s that integration with the global economy is necessary for economic development and technological progress. Trade reform programs have two main objectives. The first is to help raise economic growth and employment generation by improving resource allocation and economywide efficiency. The second is to help improve the balance of payments by strengthening the competitiveness of the external sector and expanding exports and efficient import substitutes. This paper evaluates developing country experience with trade policy reforms and makes recommendations for improving the design and implementaion of those reforms. It assesses the extent and effectiveness of the reforms under adjustment programs in the 1980s, highlighting practical problems and constraints, both economic and politcal. Broadly speaking, it considers three issues: (1) the potential conflicts between trade policy reforms and macroeconomic stabilization efforts; (2) the supply response to trade policy reforms, in the context of export prospects and domestic and external constraints; and (3) the sequencing, timing and duration of import reforms, their relation to internal reforms, and the associated transitional costs. The paper finds that trade policy reform, when implemented well, has contributed to improved economic performance in developing countries. The paper also finds that well-designed trade policy reforms do not conflict with other priorites except in special cases; usually they enhance growth.
