Security Sector Reform (SSR) is a broad and ambitious notion that concerns establishing and improving those security relationships and architectures most commonly associated with liberal democracy. Starting from the premise that there is no universally applicable model for SSR, this volume explores the question how best to evaluate SSR in European context and analyses the conditions for determining and confirming criteria of success in this regard. The systematic gathering, analysing and evaluating of international expertise in democratic control, management and reform of the security sector is one of the main functions of the Geneva Centre of the Democratic Control of Armed Forces (DCAF).

With the European Union's 2004 round of enlargement, its neighbourhood now stretches from the Balkans to the Southern Caucasus, and from Russia to the Southern Mediterranean. This new neighbourhood suffers from serious deficits in terms of security, development and democracy, which constitute a serious challenge for the EU's own security. It is clear, however, that no genuine political and economic modernisation can be carried out as long as defence and security sectors remain unaccountable to civilian authorities, lack transparency and waste valuable national resources. This Chaillot Paper examines to what extent the EU is able to address the question of security sector reform and governance with its neighbours. Although increasingly engaged in the promotion of security sector governance, the EU has neither developed a comprehensive policy framework, nor mainstreamed its manifold activities aimed at promoting security sector governance. Moreover, it pursues the reform of security institutions such as police forces, border guards or judicial systems on a piecemeal basis, shying away from involving itself in defence-related aspects of security sector governance, even though ESDP operations are increasingly dealing with post-conflict situations that require the reform and reintegration of military forces. The main policy recommendation advanced by this Chaillot Paper is that the EU should develop a holistic approach to promoting security sector governance in its neighbourhood.

This publication continues efforts by the OECD's Development Assistance Committee (DAC) to develop tools and instruments for conflict prevention and for improving security and stability in the long term. The guidance underlines the positive role that the integrated reform of a country's security system can play in stabilising fragile, conflict-prone or conflict affected states. Despite progress in a number of areas, the UN Millennium Development Goals (MDGs) are unlikely to be met unless major policy changes occur. This yearís conversion survey advocates new approaches towards states in conflict and governments which fail to provide their citizens with basic security/welfare, arguing at the same time that high military spending detracts from the agreed goal of increasing overseas development aid. Such incontestable links between security and development hover in the background of the survey. While much lip-service is paid to the interdependence of the two, this seldom translates into integrated policies. Although the MDGs provide a powerful vision, what is still lacking is an added perspective aimed at improving peopleís security by enhancing conflict prevention, post-conflict peacebuilding, and conversion. BICC analyzes global trends and developments over the last year by examining three issue areas: arms and resources; the conversion-related aspects of peacebuilding; and the link between natural resources and conflict. Three topical chapters subsequently explore certain aspects of conversion in more detail: how privatization is increasingly permeating the military sphere; options for implementing disarmament, demobilization and reintegration, especially DDR without camps; and two prominent cases of security sector reform (SSR), Afghanistan and Iraq.
