Drawing on the thought of Max Weber, in particular his theory of stratification, this book engages with the question of whether the digital divide simply extends traditional forms of inequality, or whether it also includes new forms of social exclusion, or perhaps manifests counter-trends that alleviate traditional inequalities whilst constituting new modalities of inequality. With attention to the manner in which social stratification in the digital age is reproduced and transformed online, the author develops an account of stratification as it exists in the digital sphere, advancing the position that, just as in the social sphere, inequalities in the online world go beyond the economic elements of inequality. As such, study of the digital divide should focus not simply on class dynamics or economic matters, but cultural aspects - such as status or prestige - and political aspects - such as group affiliations. Demonstrating the enduring relevance of Weber’s distinctions with regard to social inequality, The Third Digital Divide: A Weberian approach to rethinking digital inequalities explores the ways in which online activities and digital skills vary according to crucial sociological dimensions, explaining these in concrete terms in relation to the dynamics of social class, social status and power. As such, it will be of interest to social scientists with interests in sociological theory, the sociology of science and technology, and inequality and the digital divide.

Although the government has initiated various policies incorporating technology into education, the digital gap persists, obstructing equitable access to learning resources in rural and urban parts of Bhutan. The article specifies socio-economic factors, feasibility challenges, and gaps in training as factors that led to the digital divide. The article also identifies the importance of political initiatives in development of infrastructures and policy decisions, focusing on comprehensive and inclusive governmental policies for both rural and urban settings. The article recommends citizenship actions to curb the issues of the digital divide, including more budget allocation, subsidized internet services and charges, digital literacy programs, and teacher and student professional development, especially in rural settings. However, issues such as increased budget approval, implementation of policy, infrastructural limitations, and diverse linguistic settings in rural areas still remain challenges. Solving the digital gap is of paramount importance for Bhutan's overall socio-economic development, increasing educational and employment opportunities, and facilitating innovation in both urban and rural communities. The article suggests collaborative actions from stakeholders for digitally inclusive Bhutan and highlights recommendations for policymakers, educators, and communities.

The term digital diversity refers to the heterogeneity of user groups with respect to their demographic characteristics and the varied utilization of digital technologies. The objective of this analysis is to provide a comprehensive overview of existing research, identify research gaps, and outline future directions for investigation. To achieve this, relevant studies were systematically searched for and evaluated in the eight leading IS journals. The analysis encompassed the dimensions of age, disability, ethnicity, gender, religion, and sexual orientation, resulting in the identification of 210 relevant publications. Research on diversity in IS has evolved significantly over time, with a marked increase in publications after 2005, indicating growing academic interest. The findings reveal an uneven distribution of attention devoted to the individual dimensions. Ethnicity and gender are the most frequently studied topics, while religion and sexual orientation are significantly underrepresented. In addition to examining individual diversity dimensions, intersectional approaches that analyze the overlap of multiple dimensions were also considered. The study concludes with a critical discussion of the results and provides suggestions for future research to better understand digital diversity in its entirety and to further establish it within IS. This systematic literature review makes a significant contribution by deepening the understanding of digital diversity, filling existing research gaps, and providing impetus for the inclusive design of digital technologies and their use.

There is a digital divide occurring on every possible level: locally, nationally, and globally. Many people argue that the digital divide unfairly equips wealthy citizen and their children with more information and opportunities than those with lower incomes. In addition, there is a big debate around the world whether technology has benefited society and how it will affect society in the future. It can be issued from opposite perspective. Has technology harmed society? Has technology improved society? Has technology created a digital divide? Has technology not created a digital divide? By considering all the questions above, this study examines the digital divide at three different levels: a) from the perspective of the US as the most powerful country in the World, b) from a global perspective and c) from the Perspective of Turkey. After defining the term "digital divide", I look at the digital divide in the context of the US, mostly focusing on education. However, approaching the issue from only the United States' perspective is not enough because the digital divide is not only an American issue but also an international one. Digital gaps in education, employment, race, and gender have already become worldwide issues and the educational divide is getting wider between developed countries and developing countries, between cities and rural areas, and between the rich and the poor. Therefore, another purpose of this study is to look at the problem from a global perspective and to figure out the third-world situation. The purpose of doing that is to gain an insight into how wide the divide is between developing countries (the third world) and the most developed country, the US. As a third word country, Turkey has a special place in this study because it is representative of developing countries. Since the digital divide is a very complex problem, the solutions must be based on an understanding of local needs and conditions, and integrating technology into society inn effective and sustainable way. Therefore, in the final part, I deal with the solutions to close the gap focusing especially on the question of what should be the role of education and what should be the role of teachers in closing the gap.
