Until the 1980s, a tacit agreement among many physical oceanographers was that nothing deserving attention could be found in the upper few meters of the ocean. The lack of adequete knowledge about the near-surface layer of the ocean was mainly due to the fact that the widely used oceanographic instruments (such as bathythermographs, CTDs, current meters, etc.) were practically useless in the upper few meters of the ocean. Interest in the ne- surface layer of the ocean rapidly increased along with the development of remote sensing techniques. The interpretation of ocean surface signals sensed from satellites demanded thorough knowledge of upper ocean processes and their connection to the ocean interior. Despite its accessibility to the investigator, the near-surface layer of the ocean is not a simple subject of experimental study. Random, sometimes huge, vertical motions of the ocean surface due to surface waves are a serious complication for collecting quality data close to the ocean surface. The supposedly minor problem of avoiding disturbances from ships’ wakes has frustrated several generations of oceanographers attempting to take reliable data from the upper few meters of the ocean. Important practical applications nevertheless demanded action, and as a result several pioneering works in the 1970s and 1980s laid the foundation for the new subject of oceanography – the near-surface layer of the ocean.

The oceans are vast with t,¥o-thirds of our planet being covered by a thick layer of water, the depth of which can be likened to flying above the earth's surface at an altitude of 30,000 feet (9,800 m). Good to play in, essential for life but deadly to breathe, water is important to all organisms on the planet, and the oceans form its major reservoir containing approximately 97 per cent of all freely available surface water. In spite of this obvious importance mankind has still much to learn about this ocean environment. Study of the oceans has grown enormously since the eighteenth- and nineteenth-century voyages of scientific discovery, expanding greatly in the period post 1945. One of the subjects that has blossomed in this period has been the study of the ocean's surface, and in particular the study of sea level and related sea-surface changes. Indeed this topic may even be termed 'popular', as reflected in the growing number of general geo morphology, physical geology and oceanography texts which now give space to the subject.

In 1960, Dr. George Deacon ofthe National Institute ofOceanography in England organized a meeting in Easton, Maryland that summarized the state of our understanding at that time of ocean wave statistics and dynamics. It was a pivotal occasion: spectral techniques for wave measurement were beginning to be used, wave-wave interactions hadjust been discovered, and simple models for the growth of waves by wind were being developed. The meeting laid the foundation for much work that was to follow, but one could hardly have imagined the extent to which new techniques of measurement, particularly by remote sensing, new methods of calculation and computation, and new theoretical and laboratory results would, in the following twenty years, build on this base. When Gaspar Valenzuela of the V. S. Naval Research Laboratory perceived that the time was right for a second such meeting, it was natural that Sir George Deacon would be invited to serve as honorary chairman for the meeting, and the entire waves community was delighted at his acceptance. The present volume contains reviewed and edited papers given at this second meeting, held this time in Miami, Florida, May 13-20, 1981, with the generous support of the Office of Naval Research, the National Aeronautics and Space Administration, and the National Oceanic and Atmospheric Administration.

This volume contains most of the papers which were presented at the Interdisciplinary Symposium No. 4 "Geodetic Features of the Ocean Surface and their Implications" during the XVIII. General Assembly of the International Union of Geodesy and Geophysics (IUGG) in Hamburg, August 1983. The symposium was jointly sponsored by the International Associ ation of Geodesy (lAG) and the International Association for the Physi cal Sciences of the Ocean (IAPSO), and was as such one further step in animpQrtant line of international and interdisciplinary symposia, re lated to the field of Marine Geodesy. Originally the term "Marine Geodesy" was widely understood as "Geodesy in the Marine Environment" and dealt primarily with two as pects: precise position determination at sea and determination of a fine structured marine geoid. However, mainly with the impact of satel lite radar altimeter measurements, a new understanding began to develop: it became evident that the field of Marine Geodesy could not be treated adequately from geodesists alone but that it needed close cooperation with related disciplines such as oceanography and marine geophysics. Symposium No. 4 at Hamburg could demonstrate that this coopera tion has already become a lively reality. The "geodetic features of the ocean surface" don't only reflect oceanographical but also marine geo physical aspects. As such scientists from geodesy, oceanography, marine geology and geophysics came together to present their ideas and to dis cuss questions of mutual interest.
