This case study of the allocation of a 200 BEV accelerator for use in high energy particle physics research to Batavia, Illinois, reveals the forces affecting national policy formation. Theallocation of a sizable portion of the federal Research and Development budget to one segment of the research community and the location of an expensive facility in a particular geographic region causes interaction among the elites in scientific and political leadership. As a political scientist, Jachim observed at first hand the interactions in the critical period of 1963 to 1967, when the "Weston Accelerator"--the largest accelerator in the world, which has just recently become operational--was on people's minds. His conclusions, based on earlier models in the sociology of science, will be of interest to citizens, scientists, and administrators concerned with the formulation and implementation of policy for science and technology.
