This volume assesses the changing nature of the UK's bilateral relations within the EU. The authors argue that effective bilateral relations are vital to effective decisionmaking and that with repeated EU enlargement they are becoming increasingly important. While France and Germany working in tandem have for many years acted as a motor of integration, few other countries have actively sought to build up good bilateral relations on a systematic basis. Since the 1998 'step change initiative' the UK has been trying to do just this. The book shows that the UK has begun to build up long-term bilateral cooperation that will serve as the backdrop to specific bilateral initiatives —particularly in the areas of defense, social policy, and internal security —enabling it to push the process of integration further.

Master's Thesis from the year 2017 in the subject Politics - Topic: Globalization, Political Economics, grade: sehr gut, College of Europe, language: English, abstract: Foreign commercial policy represents a major domain of European integration and an exclusive policy competence for the European Union. The strategy, focus and practical approach of this EU trade policy has been continuously adapted to the new circumstances in an ever more globalised world economy. Thus, the EU uses its foreign trade policy not just for mere economic ends but also as a tool to strengthen its global political influence. Having been a champion of multilateral trade negotiations in the framework of the World Trade Organisation (WTO) throughout the 1990s, the has EU changed this strategic orientation by the mid-2000s shifting its trade policy focus from a multilateral to a bilateral strategy and initiated preferential free trade agreements (FTA) with countries and regions all over the world. Among them, the one with the largest size was the Transatlantic Trade and Investment Partnership (TTIP) with the United States of America, launched in 2013. Given the huge importance of the EU as a player in global trade, it seems relevant to examine from a political scientific perspective what have been the main reasons, drivers and motivations behind this enormous policy shift. I argue that external factors, domestic interests and institutional dynamics have collectively contributed to the reorientation of EU trade policy from multi- to bilateralism. I will test this hypothesis by means of three theoretical approaches: neorealism as a systemic theory, liberalism as a theory with a domestic focus and institutionalism to examine the role of the most important EU institution in trade policy, the European Commission. In order to get a more profound analysis of the main actors and motivations as driving forces of EU trade policy, I will furthermore use a case study on the, both in ambition and size, unrivalled bilateral Transatlantic Trade and Investment Partnership as it, due to its sheer economic and political impact on the both partners involved but also on the rest of the world, provides best significant insights of processes on all three levels of analysis of this paper. In a nutshell, the global power shift for the benefit of emerging powers and to the detriment of Europe in combination with strong economic interest groups within the EU seeking for market access all over the world as well as self-interests, norms and processes within the European Commission have altogether contributed to the change of course in EU trade policy towards bilateralism.

Current U.S. trade policy stresses establishing free trade areas (FTAs) with partners spanning the globe. Motivations include enhancing goods and services trade; stimulating investment flows; extending standards on intellectual property rights, labor, and the environment; and addressing geopolitical concerns. Simulations of FTAs with the United States highlight the importance of trade complementarity, trade diversion, and welfare losses for nonmembers. Agriculture and textiles play a central role in determining welfare outcomes. Initial improvement in market access enjoyed by participants could be eroded progressively as global liberalization proceeds, and this preference erosion might act as a disincentive to participate in multilateral liberalization.

This paper reviews recent changes in the geographic pattern of regional trading agreements (RTAs), focusing on examples from the Asia-Pacific area. The general pattern is one of new bilateral agreements combined with a trend towards continentalism. The new trend towards bilateralism can be explained largely by a fear of countries being excluded from their major markets as other countries secure preferential and superior access to these markets. This pattern is creating many intersections between RTAs with consequential multi-tiered preferences and multiple systems of trade rules. Viewed dynamically, however, this pattern may have positive effects on world trade. It mitigates the effects of large continental RTAs and may lead to coalescence or enlargement of RTAs. The paper reviews models which ask the important question as to whether this process will progress all the way to free trade for the world economy.

While the Iraq war and Middle East conflicts command the attention of the United States and most of the rest of the developed world, fundamental changes are occurring in East Asia. North Korea has tested nuclear weapons, even as it and South Korea have effectively entered a period of tepid détente; relations among China, Japan, and South Korea are a complex mixture of conflict and cooperation; and Japan is developing more forthright security policies, even as it deepens ties with the United States. Together, these developments pose vital questions for world stability and security. In East Asian Multilateralism, prominent international foreign affairs scholars examine the range of implications of shifting alignments in East Asia. The first part delves into the intraregional dynamics, and the second assesses current economic conditions and policies within individual East Asian states. The third section examines the challenge of regional cooperation from the perspectives of local players, while the fourth analyzes the implications for foreign policy in the United States and in Asia.
