"This book argues that the common notion of a fundamental conflict between the secular and the religious cannot be applied to Islam. This is not because Islam rejects the secular in favor of the religious; it is because Islam's concept of the religious includes the secular. This is what is captured by the term "Islamic Secular." Contrary both to the notion that "religion" in Islam equals "sharī'ah," and to the concomitant notion that sharī'ah is the all-encompassing, exclusive metric of assessment in Islam, this book argues that, while Islam is all-encompassing, sharī'ah is bounded. This leaves a space between the limited circumference of sharī'ah and the unlimited circumference of Islam. While both spaces are "religious" in that they come under the adjudicative gaze of the God of Islam, only the shar'ī space draws directly upon sharī'ah and its sources, while the non-shar'ī space does not. In the end, this allows for a "religious secular," a space wherein matters remain "religious" but are not based on or assessed in terms of the content of sharī'ah or its sources. These shar'ī and non-shar'ī elements are not rivals but complements. As such, both "secularism" and "secularization," as non- or anti-religious tropes, are alien to the Islamic Secular"--

This book argues that the meaning of "secular" in the West and in Islam differ fundamentally. Though the Islamic secular is a "liberation" from Islam's sacred law, shari'ah, it is neither outside "religion" nor a rival to it; it seeks neither to discipline nor displace religion nor expand its own jurisdiction at religion's expense. The Islamic Secular is, in Sherman Jackson's view, a complement to religion-in effect, a "religious secular." Written 40 years ago, Islam and Secularism is one of the most creative and original works of a Muslim thinker in the contemporary Muslim world. The author deals with fundamental problems faced by contemporary Muslims and provides real solutions, beginning with a discussion on 'The Contemporary Western Christian Background' in Chapter (I), followed by his analysis of the concepts (which he newly defines) of 'secular', 'secularization', and 'secularism' in Chapter (II). All this is then contrasted in Chapter (IV) of the book entitled 'Islam: The Concept of Religion and the Foundation of Ethics and Morality'. Based on all the preceding explanation, the author proceeds to analyze the Muslim 'dilemma' by declaring that it should be resolved primarily through what he calls the "dewesternization of knowledge" or, conversely, the "islamization of contemporary knowledge", an original concept conceived and elucidated by the author for the past five decades. Numerous original and profound ideas are contained in this book-arrived at chiefly through critical study of the Muslim tradition-such as the concepts of dīn, 'adl, ḥikmah, adab, ma'nā, and ta'dīb, and their significance in the development of an Islamic system of education. The rationale for the Islamization of contemporary knowledge and the establishment of a truly Islamic university was in fact provided for the first time in contemporary Muslim thought by this author long before the appearance of the present book, which explains these interconnected subjects more concisely. Further, the appendix entitled, 'On Islamization: The Case of the Malay-Indonesian Archipelago' is an actual explanation and application of the seminal ideas discussed in the book. This is a must-read for all Muslims and those concerned with the problems and effects of secularization in our world today. Islam and Secularism is a development of ideas contained in the many paragraphs of another book in Malay entitled: Risalah Untuk Kaum Muslimin, which the author wrote and completed during the first few months of 1974. Due to many circumstances which demanded the author's attention at home and ahmad, however, the Risalah has not yet been sent to the press. In this book, what is contained in Chapter III was composed and completed during the month of Ramaḍān of 1395 (1975), and delivered as a Lecture under the same title to the International Islamic Conference held in April 1976 at the Royal Commonwealth Society, London, in conjunction with the World of Islam Festival celebrated there that year. It was published as a monograph in the same year by the Muslim Youth Movement of Malaysia (ABIM), Kuala Lumpur, and in 1978 it appeared, together with other Lectures delivered on the same occasion by various Muslim scholars, in a book of one volume entitled: The Challenge of Islam, edited by Altaf Gauhar and published by the Islamic Council of Europe, London. All the other Chapters of the book were begun in March 1977 and completed in April of the same year, during my appointment as Visiting Scholar and Professor of Islamics at the Department of Religion, Temple University, Philadelphia, U.S.A., in the Winter and Spring of 1976-1977. What is contained in Chapter V was presented as a Paper entitled: "Preliminary Thoughts on the Nature of Knowledge and the Definition and Aims of Education", addressed to the First World Conference on Muslim Education held at Mecca in April 1977. It will appear, together with other selected Papers of the Conference, in a book entitled: Aims and Objectives of Islamic Education, edited with an introduction by the author and published by King Abdulaziz University and Hodder & Stoughton, London, 1979, as one of a series of seven books.

"Islamic law's relationship to secular governance is a fraught one in contemporary discussions. Whether from the perspective of Islamic law's advocates, secularism's partisans, or publics caught in the crossfire, many people see the relationship between Islam and secularism as antagonistic. Moreover, the relationship between Islamic law and secularism seems increasingly discordant, with recent developments in the United States (e.g., calls for "shari'a bans" in U.S. courts), Western Europe (such as legal limitations on headscarves and mosques), and the Arab Middle East (such as conflicts between secularist old-guards and Islamist revolutionaries) indicating that unsteady coexistences are transforming into outright hostilities. This book's exploration of an Indian non-state system of Muslim dispute resolution-formally known as the dar ul qaza system, but commonly referred to as a system of "Muslim courts" or "shariat courts"-challenges conventional narratives about the inevitable opposition between Islamic law and secular forms of governance, and the impossibility of their coexistence. Moreover, it demonstrates how secular law and governance in India does not and cannot work without the significant assistance of non-state Islamic legal actors. For example, the conciliation-oriented Indian family court system is insufficient for handling divorce petitions brought by Muslim women seeking to unilaterally disassociate from their Muslim husbands. Debates about Islam and Muslim societies have intensified in the last four decades, triggered by the 1979 Islamic Revolution in Iran and, later, by the events of 9/11. Too often present in these debates are wrongheaded assumptions about the attachment of Muslims to their religion and the impossibility of secularism in the Muslim world. At the heart of these assumptions is the notion of Muslim exceptionalism: the idea that Muslims think, believe, and behave in ways that are fundamentally different from other faith communities. In Sacred as Secular Abdolmohammad Kazemipur attempts to debunk this flawed notion of Muslim exceptionalism by looking at religious trends in Iran since 1979. Drawing on a wide range of data and sources, including national social attitudes surveys collected since the 1970s, he examines developments in the spheres of politics and governance, schools and seminaries, contemporary philosophy, and the self-expressed beliefs and behaviours of Iranian men, women, and youth. He reveals that beneath Iran’s religious façade is a deep secularization that manifests not only in individual beliefs, but also in Iranian political philosophy, institutional and clerical structures, and intellectual life. "Fundamentalism" and "authoritarian secularism" are commonly perceived as the two mutually exclusive paradigms available to Muslim majority countries. Recent political developments, however, have challenged this perception. Formerly associated with a fundamentalist outlook, mainstream Islamist groups, such as the Muslim Brotherhood and Al-Nahda, have adopted a distinctly secular-democratic approach to the state re-building process. Their success or failure in transitioning to democracy remains to be seen, but the political position these Islamic groups have carved out suggests the viability of a third way. Naser Ghobadzadeh examines the case of Iran, which has a unique history with respect to the relationship of religion and politics. The country has been subject to both authoritarian secularization and authoritarian Islamization over the last nine decades. While politico-religious discourse in Iran is articulated in response to the Islamic state, it also bears the scars of Iran's history of authoritarian secularization-the legacy of the Pahlavi regime. Ghobadzadeh conceptualizes this politico-religious discourse as "religious secularity". He uses this apparent oxymoron to describe the Islamic quest for a democratic secular state, and he demonstrates how this concept encapsulates the complex characteristics of the Shiite religious reformation movement.
