This report originated in a request to me from the Board of Trustees of the Ford Foundation in the summer of 1975. The trustees, aware that there would be a change of leadership at the Foundation be fore 1980, wanted to make a running start in the process of plan ning for the future. Their first step was to make a study of the great national and international needs that might lie ahead in the next decade and a half, and where and how the Foundation might ad dress them. They sought advice both within the Foundation and outside it, and they engaged in long discussions of their own. Although the exercise was directed toward planning for the future, the trustees also wished to review our past, not exhaus tively but at least well enough to have a clear sense of what the Foundation had been up to in the quarter century of its existence as a national and international institution. In this connection, the chairman of our board, Alexander Heard, asked for /I a canvass of the Ford Foundation's experiences, successes, and failures during the last twenty-five years . . . [focused] on the broad objectives sought, the means pursued to achieve them, and the results.

Can foreign donors help build new democracies? In the 1990s, public and private organizations such as USAID and the Soros Foundation poured huge amounts of money and expertise into Russia to help build the dream of a vibrant democratic society. Sarah L. Henderson argues that despite the altruistic intentions of foreign assistance agencies and domestic activists, foreign aid designed to spur civic growth has had unintended consequences. Drawing on extensive field work, survey research, and work experience for several funding agencies in Moscow in the late 1990s, Henderson focuses on donor efforts to support the emerging community of nongovernmental organizations and, in particular, on efforts to build a functioning women's movement in Russia. Her intimate knowledge of Russia's growing NGO community informs a worrisome finding: foreign aid has made a tremendous difference, but not in altogether expected or positive ways. New Russian civic groups serve either the needs of an indigenous clientele or the demands of the foreign aid bureaucracy—but rarely both. Henderson's research and experience show that while aid has kept a fledgling civic community alive, it is a civic community that is disconnected from its own domestic audience. The book suggests that large flows of foreign aid have in some ways damaged the long-term prospects for democratization in Russia.

From the end of the Second World War to the early 1970s, new paradigms began to form in academic, scientific, and professional knowledge in various disciplines and fields—not only in the United States, but also in East Asia. Drawing on a wealth of archival documents from East Asia, Knowledge Production in Cold War Asia focuses on the building and rebuilding of these different forms of knowledge in or about East Asia during the first half of the Cold War. It explores how this newly constructed knowledge came to assume certain "norms" professionals and bureaucrats of these countries tried to comply with and sometimes wrestled with. The essays within this collection explore a wide variety of this knowledge production: state-centered promotions of construction and normalization of knowledge; the ways in which non-state actors were involved in the construction and normalization of knowledge; and how individuals and groups who resisted or protested the hegemonic knowledge were constructed by state or non-state actors.
