First published in 1905, this volume on the Cotton Industry emerged in the context of Joseph Chamberlain’s proposed Tariff Reform and provided an academic perspective on the industry. The author, S.J. Chapman, was an established historian of Lancashire cotton and produced this volume as an elementary introduction to the economics of the industry and some of its issues. He discusses the raw material, industrial and commercial history, British trade and foreign tariffs, exploring the historical influence of tariffs on the cotton trade and including two articles reprinted from the Manchester Guardian. The newspaper was strongly affiliated with the Liberal Party who would win a landslide victory the following year based in part on their opposition to Tariff Reform.

This book is about technology and how it has changed the lives of people on three continents over the last three hundred years. The development of the cotton industry was the starting point for one of the great turning points in history – the industrial revolution. It began with the importation of cloth into Britain from India and that created a new fashion. As the demand for cotton cloth grew, British inventors began to find ways of making the same cloth using powered machinery and built the first cotton mills. The old way of life of the textile workers was transformed, as work moved from home to factory and thousands of small children were brought in to tend the new machines. If conditions in the cotton towns were bad, they were far worse in America where, thanks to the work of slaves, the country took over the supply of raw material from India. During the American Civil War, Britain turned again to India for its supplies. Today, positions have changed dramatically. India again has a thriving industry, while in Britain only a fraction of the old mills are still at work. The author looks in detail at the technology that produced the changes, but the emphasis is very much on the human stories of the industrialists and their workers, the planters and their slaves in Britain, India and America.

The cotton processing industry is a distinct sector of China’s rural economy which recently underwent a momentous transition from plan to market. China is the world’s largest producer as well as consumer of cotton, and cotton processing links the agricultural production of this important commodity to China’s booming textile industry. Alpermann examines the political economy of the cotton processing industry, analyzes the process of cotton policy making and discusses reform outcomes on a national scale and the central state’s response. He then goes on to examine the implementation of economic transformation and institutional change in two traditional cotton-growing regions, looking at how local governments and the former monopolist cope with the changes brought about by marketization. Studying the cotton industry provides a lens through which to observe the changes in the way the state governs the economy during China’s transition and helps to assess the diverging claims about the nature of the political economy in China. As such China's Cotton Industry is an essential read for anyone studying Chinese business, econmics or politics.
