Few issues are as important to U.S. national security analysts as China's military modernization, a process that has benefited directly from the past two decades of dramatic economic expansion. This book addresses the Chinese navy-the People's Liberation Army Navy, or PLAN-the service that has most dramatically benefited from increased defense funding. This collection of essays surveys and analyzes the most important aspects of China's naval modernization. The book's 10 chapters represent papers delivered at a 2007 conference, but have been updated and, most importantly, framed by expertly written introductory and concluding chapters that bring the book firmly into the century's second decade. The editors respectfully dedicate this volume to the memory of Ellis Joffe, who attended and contributed to many of the Chinese Council on Advanced Policy Studies/RAND conferences, including the one that formed the basis for this book. His many contributions as a scholar, colleague, mentor, and friend are sorely missed.

The PLA Navy is a history of modern China's naval forces, combined with a technical description of the makeup, equipment and missions of the Navy. The book begins with the founding of the Navy, and relates initial successes in the battle for the Yijiangshan Islands. Further milestones round out the history: In the 1970s, the Navy began to widen their theater of operations away from the Chinese coast. In 1984, Chinese Naval vessels reached Antarctic waters for the first time. In 1989, the Chinese naval training ship Zhenghe sailed across the International Date Line and paid a visit to Hawaii. In 2008, two Chinese naval vessels performed escorts to the Gulf of Aden. All of these events are related, many with photographs. The process of the Navy's conversion from a collection of outdated vessels to a modern and world-class fleet is detailed, starting with the delivery of Soviet-built destroyers in the mid-1950s. Sections on the PLA Navy's organization, equipment, and missions round out the volume, which also includes 106 black and white photographs. The PLA Navy was written by military experts, who were assisted by PLA Navy personnel, staff from China's military academies and research institutions, and by the Office of the Ministry of National Defense. The active participation military personnel makes The PLA Navy the authoritative chronicle of modern China's navy.

Traditionally neglected, the Chinese navy today is gaining growing prominence in security priorities with Chinas opening to the outside world. With an expanding portfolio of missions, from defending territorial waters, backing up national claims to disputed islands, and guarding seaborne trade and sealines, the navy is undergoing a major modernization and expansion programme, with the development and introduction of new generations of warships, submarines, aircraft, and armaments. This paper examines all these aspects and their regional implications.

This book provides a comprehensive history of the modern Chinese navy from 1840 to the present. Beginning with a survey of naval developments in earlier imperial times, the book goes on to show how China has since the mid-19th century four times built or rebuilt its navy: after the Opium Wars, a navy which was sunk or captured by the Japanese in the war of 1894–1895; during the 1920s and 1930s, a navy again sunk or lost to Japan, in the war of 1937–1945; in the 1950s, a navy built with Soviet help, which stagnated following the Sino-Soviet split in the early 1960s; and finally the present navy which absorbed its predecessor, but with the most modern sections dating from the 1990s—a navy which continues to grow and prosper. The book also shows how the underlying strategic imperative for the Chinese navy has been the defense of China’s coasts and major rivers; how naval mutiny was a key factor in the overthrow of the Qing and the Nationalist regimes; and how successive Chinese governments, aware of the potent threat of naval mutiny, have restricted the growth, independence, and capabilities of the navy. Overall, the book provides—at a time when many people in the West view China and its navy as a threat—a rich, detailed, and realistic assessment of the true nature of the Chinese navy and the contemporary factors that affect its development.

This book examines the emerging maritime security scene in Southeast Asia. It considers highly topical implications for the region of possible strategic competition between China and India - the rising naval powers of Asia - with a possible naval "arms race" emerging between these countries both with naval force development and operations. As part of its "Look East" policy, India has deployed naval units to the Pacific Ocean for port visits and exercises both with East Asian navies and the US Navy, but India is also concerned about the possibility of the Chinese Navy operating in the Indian Ocean. Even as the US-India defence relationship continues to deepen, the US and China are struggling to build a closer links. China’s and India’s strategic interests overlap in this region both in maritime strategic competition or conflict – which might be played out in the Bay of Bengal, the Malacca and Singapore Straits and the South China Sea. The sea lines of communication (SLOCs) through Southeast Asian waters constitute vital "choke points" between the Indian and Pacific Oceans carrying essential energy supplies for China and other Northeast Asian countries. Any strategic competition between China and India has implications for other major maritime players in the Pacific and Indian Oceans, especially Australia, the Republic of Korea and Japan, as well as the US. This book identifies possible cooperative and confidence-building measures that may contribute to enhanced relations between these two major powers and dampen down the risks associated with their strategic competition.

This study examines current leaders in China's naval service, the People's Liberation Army Navy (PLA Navy). It identifies and analyzes the most critical navy leadership positions throughout the Chinese military, examines emerging trends, and provides recommendations for the U.S. Navy. This study seeks to address the following sets of questions: Who makes up the current cohort of Chinese navy leaders, and what positions do they hold in the Chinese military? What can be learned about the backgrounds of these individuals? What do we know about the common career experiences of this cohort? What have been the basic metrics for success, and how have they changed over time? What are the implications for the U.S. Navy?

‘The Making of the Modern Chinese Navy’ includes 14 historical case studies that help to illuminate a number of special characteristics of the modern-day Chinese navy most Chinese naval officers perhaps take for granted, including a belief in the Mandate of Heaven, tributary system and the fear of ‘losing face’ either in a diplomatic setting or by risking valuable equipment in battle. Ethnic and language differences, regional loyalties and political mistrust potentially exacerbate these problems. Special peculiarities include the Mongol dual-officer diarchy that led to the political commissar system utilized by the People’s Liberation Army. Outside influences, such as blockade, sanctions or embargoes, can exert a profound impact on China, just as foreign intervention or, equally important, a decision not to intervene, can often determine the outcome of major maritime events. [NP] The 14 case studies discuss many of these characteristics, while the Conclusion examines all case studies together and places them in a historical perspective. ‘The Making of the Modern Chinese Navy’assesses which of these historical characteristics and peculiarities are still present in full force in China and which ones may no longer have as great an impact on the contemporary Chinese navy.
