Tajikistan is one of the lesser-known and least-researched former Soviet Central Asian republics. The birth of the new state in 1991 was followed closely by a civil war which killed more than 50,000 people and displaced many tens of thousands more. While a peace agreement was signed in 1997, significant political violence continued until 2001 and intermittent outbreaks still occur today. Many claim it remains a very weak state and perhaps in danger of state failure or a return to civil war. However, the revival of Tajikistan should not simply be seen in terms of its post-conflict stabilization. Since its creation as a republic of the Soviet Union in 1920s, Tajikistan has been transformed from being a shell for socialist engineering to become a national society under a modern state. Despite a multitude of economic, social and political shocks, the Republic of Tajikistan endures. This book places the transformation of Tajikistan in its Soviet and Post-Soviet historical settings and local and global contexts. It explores the sources of a state with Soviet roots but which has been radically transformed by independence and its exposure to global politics and economics. This book is a historical study of the Tajiks in Central Asia from the ancient times to the post-Soviet period. For millennia, these descendants of the original Aryan settlers were part of many different empires set up by Greek, Arab, Turkic and Russian invaders, as well as their own, most notably during the Middle Ages. The emergence of the modern state of Tajikistan began after 1917 under Soviet rule, and culminated in the promulgation of independence from the moribund USSR in 1991. In the subsequent civil war that raged between 1992 and 1997, Tajikistan came close to becoming a failed state. The legacy of that internal conflict remains critical to understanding politics in Tajikistan a generation later. Exploring the patterns of ethnic identity and the exigencies of state formation, the book argues that despite a strong sense of belonging underpinned by shared history, mythology and cultural traits, the Tajiks have not succeeded in forming a consolidated nation. Tajikistan suffers severe energy shortages in winter, caused by a combination of low hydropoweroutput during winter, when river fl ows are low, and high demand driven by heating needs. Shortagesaffect some 70 percent of the population, costing about 3 percent of annual GDP. This fi gureexcludes human and environmental costs, as well as the serious negative effect on the businessinvestment climate.If no measures are undertaken to address this problem, then current electricity shortages,estimated at about one-quarter of winter demand (2,700 GWh), could increase to more thanone-third of winter demand (4,500 GWh) by 2016. The Government of Tajikistan recognizes both theimportance and challenges of energy security and has therefore introduced various measures to helpmeet demand.Tajikistan's Winter Energy Crisis explores a range of supply and demand alternatives--includingthermal, run-of-river hydro, other renewables, energy effi ciency, and demand management--tofurther inform its development partners on the country's efforts to meet its winter energy demand.The study recommends that the Government of Tajikistan* accelerate its efforts in energy effi ciency and demand management, including tariff reform;* add new dual-fi red thermal power supply to complement the existing hydropower supplyduring winter; and* pursue energy imports and rebuild regional energy trade routes to leverage surplus electricitysupply in neighboring countries.Energy conservation and demand-side management, effective resource management, and reductionalone could address 40 percent of the shortages, including a signifi cant package of economicmeasures at the main aluminum smelting plant. The study suggests that by following theserecommended actions shortages could be signifi cantly reduced within 4-5 years and a solid basefor long-term energy established.

Despite these efforts, regional disparities in productivity persist, and access to inputs such as fertilizers and mechanization remains limited. The paper emphasizes the need for improved access to finance, agricultural inputs, and extension services to ensure sustainable development and food security. Recommendations include enhancing the capacity of national agricultural research and development institutions, promoting climate-smart agriculture, and improving water and irrigation management. Additionally, the study underscores the importance of developing the livestock sector through improved feeding, breeding, and veterinary services. Overall, a comprehensive approach addressing policy, institutional, economic, and technological gaps is crucial for the sustainable advancement of Tajikistan’s agriculture sector.
