Banks is a Los Angeles native who has spent over 25 years in service to the public. He has focused his energy in Human Resource Development in the healthcare industry specializing in Technical Training, Customer Service Training, and Leadership Development. Early in his career, Tavis found a passion for educating others by developing and empowering new and emerging leaders. Armed with a Master of Arts in Management Degree and a PhD in Common Sense, Tavis has spent the last 15 years dedicated to leading Education and Training Departments in Corporate America. He has helped bridge the gap between front line staff and senior leadership to take their teams to the next level. He has served as a mentor, resource, and collaborator in the training space and maintains an open-door policy with anyone willing to learn, team up, and discuss thoughts on education and training. His passion for teaching has led him to develop training teams at small to large-sized organizations like UnitedHealth Group, OptumRX and AltaMed Health Services. Tavis is also the Chief Creative Officer of Avant Garde Training Group, encouraging people to find new and unusual ways to excel at work and in life through Leadership Development and Training.

"The Army Research Institute Ft. Benning Research Unit and the Henry Caro Noncommissioned Officer Academy at Ft. Benning identified the need to create an objective assessment scheme for the Infantry Basic Noncommissioned Officer Course (BNCOC). The intent was to produce an assessment instrument that could be used for formative and summative assessment both of different versions of BNCOC and also of different research interventions into BNCOC. Assessment instruments were developed for two major training modules: small arms proficiency training (SAPT) and troop leading procedures (TLP). During development of the assessment instruments, the Infantry BNCOC pedagogical model changed from direct, instructor-led training to outcome-based training and education (OBTE) and a corresponding emphasis on intangibles. With the change to OBTE, the SAPT and TLP instruments are now being used by BNCOC cadre as instructional job aids. Lessons learned from both instruments were incorporated into an outline for OBTE instructor preparation. Additionally, both instruments will serve as foundation for follow-on development of assessments of the effect of research interventions associated with OBTE upon BNCOC students."--P. i.

The U.S. Army Research Institute for the Behavioral and Social Sciences (ARI), in coordination with the Directorate of Training and Doctrine Development-Force XXI and Fort Knox, sponsored this research and development effort to design simulation based training for selected members of conventional mounted brigade staff. Initial analysis of performance requirements in existing documentation revealed that the performance specifications were not sufficiently detailed for brigade battle staffs. Therefore, a systematic performance analysis was conducted. Brigade staff actions were role played by military subject matter experts (SME). Performance requirements were analyzed for three missions (movement to contact, area defense, and deliberate attack). After each role play session, SMEs responded to questionnaires regarding their actions and were interviewed extensively by training analysts Once the information was gathered, it was refined into task statements. The outcome of this process is a list of tasks that identify both individual and interactive performance requirements. The Combined Arms Operations at Brigade Level, Realistically Achieved Through Simulation (COBRAS) Brigade Staff Tasks are intended to be used as coaching guides for training observers and as job aids for the training participants.
