More than half of the world’s population now live in urban areas, and cities provide the setting for contemporary challenges such as population growth, mass tourism and unequal access to socio-economic opportunities. Urban Heritage, Development and Sustainability examines the impact of these issues on urban heritage, considering innovative approaches to managing developmental pressures and focusing on how taking an ethical, inclusive and holistic approach to urban planning and heritage conservation may create a stronger basis for the sustainable growth of cities in the future. This volume is a timely analysis of current theories and practises in urban heritage, with particular reference to the conflict between, and potential reconciliation of, conservation and development goals. This volume focuses on the implementation of the 2011 UNESCO Recommendation on the Historic Urban Landscape (HUL approach), designed to foster the integration of heritage management in regional and urban planning and management, and strengthen the role of heritage in sustainable urban development.Earlier publications and research looked at the underlying theory of why the HUL approach was needed and how this theory was developed and elaborated by UNESCO. A comprehensive analysis was carried out in consultation with a multitude of actors in the twenty-first-century urban scene and with disciplinary approaches that are available to heritage managers and practitioners to implement the HUL approach.This volume aims to be empirical, describing, analyzing, and comparing 28 cities taken as case studies to implement the HUL approach. From those cases, many lessons can be learned and much guidance shared on best practices concerning what can be done to make the HUL approach work.Whereas the previous studies served to illustrate issues and challenges, in this volume the studies point to innovations in regional and urban planning and management that can allow cities to avoid major conflicts and to further develop in competitiveness. These accomplishments have been possible by building partnerships, devising financial strategies, and using heritage as a key resource in sustainable urban development, to name but a few effective strategies.For these reasons, this volume is primarily pragmatic, linked to the daily work and challenges of practitioners and administrators, using specific cases to assess what was and is good about current practices and what can be improved, in accordance with the HUL approach and aims.

Fast, unconsidered urban construction simply demolished everything for new development, whatever in developed or under developed countries. Historic blocks, especially those located in the commercial district of city, are undergoing the destructive transformation. In recent years, public start to focus on conservation of unique characteristic of city and search of the vanished past. Along with the urban economic development and adjustment of industrial structure in China, a majority of conservation projects are combined with commercial development. It is a sustainable urban conservation discussed in thesis. Conservation can not be understood simply that conserving without any changes. If we just pay attention on the single heritage building only, cultural atmosphere and historical environment is different to conserve. Combining conservation of heritage buildings with redevelopment of adjacent areas is the effective method. Zhongshan Road Historic Block is a representative study area for achieving the target of thesis. The conservation principle and method of historic block in China has reviewed for design strategy. Especially, historic Block is different from Heritage Conservation Unit or Historical and Cultural City, it needs a sustainable plan to support itself because it always presents huge scale and quantity. From the case studies, it has provided the solutions for the study area in Quanzhou. Basing on the analysis of study issues of Zhongshan Road Historic Block, case study starts with two points: planning and architecture. Planning Quanzhou is a congregation zone with multi-religion, unique multi-culture is another valuable heritage except architectural. Conservation of Confucius Temple in Nanjing was implemented in protecting its cultural environment. The focus of case study is on its conservation method and treatment of cultural environment. Architecture Shophouse is one of architectural features in Quanzhou; it is a major element to contribute the commercial environment as well. Chinatown in Singapore also is a conservation area occupied by numbers of shophouses. The purpose of case study is to survey the relocation of shophouse function and solution to conflict problem between commercial and residential use. Abstract: Abstract of thesis entitled "Sustainable Urban Conservation: The Role of Public Participation in the Conservation of Urban Heritage in Old Dhaka" Submitted by Sharif Shams Imon for the degree of Doctor of Philosophy at The University of Hong Kong in June 2006. The study commences with the major premise that urban conservation, public participation and sustainable development are interrelated concepts and that public participation cannot be considered in isolation. Against this and the backdrop of claims by conservation experts that public participation in decision-making systems is important for the sustainable conservation of urban heritage, the study sets out to investigate how public participation can contribute to the urban conservation of Old Dhaka, the historic core of the capital of Bangladesh, and what the challenges are to doing so. While a number of studies have considered public participation in the context of urban development, few have done so within the context of urban conservation in developing countries. The study attempts to develop a relevant model for public participation in urban conservation. The study uses the grounded theory method. Data was collected through semi- structured interviews and observations, and from newspaper articles, government and academic studies, and other documentary sources. Case studies are extensively used. Both formal and informal decision-making systems related to urban conservation at relevant levels were studied, including (1) semi-structured interviews with 77 randomly selected residents from three selected Old Dhaka neighbourhoods and (2) open-ended interviews with 25 key individuals from relevant local and government bodies. To understand the power relationships in decision-making systems, a number of cases at both the city level and community level were studied. Collected data were analysed by the constant comparative method and by content analysis. Findings from the study support the commonly-held understanding that the public's capacity to make better decisions affects urban conservation outcomes. It was found, however, that this capacity is influenced by two factors. Firstly, it depends on legal provision for public participation and supportive institutional and administrative government frameworks. Secondly, it depends on the level of social capital present in the society. The study found that the level of social capital in the three Old Dhaka communities studied varies and affects the capacity of the community accordingly. Regarding urban conservation, the study revealed that while the existing level of social capital is adequate for solving intramural problems, it is inadequate for problems caused by external forces. It was found that all three communities lack links to outside networks and this prevents them from influencing decisions made outside of their communities. Based on the findings, an iterative model for public participation is proposed that focuses on two levels of participation. At the city or regional level, legal provision for the public to participate in decision-making and an enabling institutional and administrative structure are proposed. At the community level, development of an intercommunity network is suggested.
