The nuclear arsenals of the United States and the Soviet Union are larger, better equipped, and deadlier than at any other time in history. This incisive book contends that the superpowers, while exhibiting enormous ingenuity in the area of arms development, have shown only a minimal interest toward the containment of arms. This is a carefully documented evaluation of the mismanagement of nuclear arms control by the superpowers, and of their failure to contain the nuclear arms race despite their involvement in the process for over a quarter of a century. Only the superpowers can reduce the proliferation of nuclear arms and in the process lessen the likelihood of nuclear war through accident, miscalculation, or crisis escalation. Yet forty-four years after Hiroshima, not a single wanted nuclear weapon has been eliminated by them. The Superpowers and Nuclear Arms Control addresses a broad spectrum of nuclear arms control issues, beginning with the history of the nuclear arms race, the lukewarm attempts by the superpowers at nuclear arms control, and the role of the nuclear havenots. The book then considers current threats to arms control evidenced by the termination of the SALT regime and plans to discard the ABM Treaty. A discussion of the congressional-executive split on numerous key arms control issues is followed by conclusions drawn from observing decades of negotiation. Comprehensive appendices contain valuable charts and other documents that reinforce the content of the text. This resource is a useful tool for arms control and disarmament activists, students, and researchers, and for the many men and women everywhere who are at a loss to understand why so little is being accomplished in this critical area.

Cooperation And Discord In U S Soviet Arms Control written by Steve Weber and has been published by Princeton University Press this book supported file pdf, txt, epub, kindle and other format this book has been release on 2014-07-14 with Political Science categories.
If international cooperation was difficult to achieve and to sustain during the Cold War, why then were two rival superpowers able to cooperate in placing limits on their central strategic weapons systems? Extending an empirical approach to game theory--particularly that developed by Robert Axelrod--Steve Weber argues that although nations employ many different types of strategies broadly consistent with game theory's "tit for tat," only strategies based on an ideal type of "enhanced contingent restraint" promoted cooperation in U.S.-Soviet arms control. As a theoretical analysis of the basic security behaviors of states, the book has implications that go beyond the three bilateral arms control cases Weber discusses--implications that remain important despite the end of superpower rivalry. "An important theoretical analysis of cooperation between the U.S. and the Soviet Union in the area of arms control... An excellent work on a subject that has received very little attention."--Choice Originally published in 1991. A collection of original essays dealing with many aspects of the complex problems of arms control, this volume provides an understanding of the political, strategic, technological, and bureaucratic constraints affecting the development of arms control policies by major powers. Among the diverse subjects examined are American and Soviet interests in arms control, and the rationale for arms control in alternative international systems based upon either bipolarity or multipolarity. The volume also includes a discussion of the critical technological factors which have important implications for the Strategic Arms Limitations Talks (SALT), an examination of structural change in the international system, the emergence of additional centers of power, and the implications of SALT for would-be nuclear powers. Contributors: Robert R. Bowie, J. I. Coffey, James E. Dougherty, Wynfred Joshua, Geoffrey Kemp, Takeshi Muramatsu, George H. Quester, Robert A. Scalapino, Ian Smart, William R. Van Cleave, Thomas W. Wolfe, and the editors.
