This open access book focuses on an issue only marginally tackled by this literature: the still existing gap between adaptation science and modelling and the possibility to effectively access and exploit the information produced by policy making at different levels, international, national and local. To do so, the book presents the proceedings of a high-level expert workshop on adaptation modelling, integrated with main results from the “Study on Adaptation Modelling” (SAM-PS) commissioned by the European Commission's Directorate-General for Climate Action (DG CLIMA) and implemented by the CMCC Foundation – Euro-Mediterranean Centre on Climate Change, in collaboration with the Institute for Environmental Studies (IVM), Deltares, and Paul Watkiss Associates (PWA). What is the latest development in adaptation modelling? Which tools and information are available for adaptation assessment? How much are they practically usable by the policy community? How their uptake by practitioners can be improved? What are the major research gaps in adaptation modelling that needs to be covered in the next future? How? This book addresses these questions presenting the results of a study on adaptation modelling commissioned by the European Commission's Directorate-General for Climate Action (DG CLIMA) enriched by the outcomes of a high-level expert workshop on adaptation also part of the research. This book aspires to provide a useful support to academics, policy makers and practitioners in the field of adaptation to orient them in the expanding adaptation modelling assessment literature and suggest practical ways for its application. More and more institutions and sectors feel the urgency to act upon potential risks from climate change. These urgencies are also enhanced by the increasing ambitions and consequent regulations from the EU, national governments and from within sectors. Adaptation modelling and rapid analysis are a means to support decision making on adaptation within these different contexts. This however calls for a better understanding of needs for and scope of adaptation modelling and rapid analysis in decision-making. In this report we therefore have defined use-cases - generalized applications of adaptation modelling in particular decision-making contexts - to analyse and understand the problem, objectives and options for rapid analysis and to recommend a pilot approach for its deployment. The report 24 cases of rapid analysis serves as annex to this report an presents case studies as specific examples of the use of adaptation models to support decision making. Use-cases cover EU Adaptation Policy (DG CLIMA), EU regional investments, urban adaptation planning, regional adaptation planning, national adaptation planning, business and finance and insurance. For each a problem, objective and option analysis has been executed.

This report proposes recommended approaches to analysis and modelling for better informed decision-making on adaptation at various levels of governance. It also identifies research advancements to foster the development and application of the technical, financial, economic and non-monetary analysis and modelling of climate change hazards, risks, impacts, vulnerability and adaptation More specifically, building on the comprehensive desk review (reported separately), the present report will: - summarise, substantiate, prioritise, and outline a recommended approach for each of the main cases of technical, financial, economic and non-monetary analysis and modelling of climate change hazards, risks, impacts, vulnerability and adaptation. - define and outline relevant follow-up actions for the coming five years period with a view to improving the approach for each of the main cases ( use cases thereafter) analysed in a separate report. The present report develops along three main angles. Firstly, it identifies under a more conceptual perspective, key methodological steps enabling the development of an effective analysis of adaptation. Secondly, it analyses how the different models and methods scrutinized match these steps. This will substantiate a gap analysis highlighting what is feasible today, and what is not yet feasible. Thirdly, it suggests options to improve upon identified limits in adaptation assessment. In particular, the report identifies and prioritize the next-term (for the next five years) actions that can further facilitate the application of climate-impact-economic modelling for practical usable adaptation analyses. In what follows: section 2 describes the conceptual framework for the development of adaptation analysis, section 3 describes how existing methodologies fit to this framework, section 4 provides recommendations for priority actions in the next five years to bridge the gaps highlighted, section 5, starting from main cases examined in Task 4 derives operational examples on how gaps could be bridged.
