The purpose of this paper is to analyze and suggest possible roles for special operations forces in homeland security and homeland defense. The paper reviews the obstacles to the use of military forces in the domestic environment under the Posse Comitatus Act of 1878 and then introduces special operations and special operations forces competencies. The paper then analyzes the current National Strategy for Homeland Security and injects suggestions for using special operations forces to bolster the Strategy. After an overview of United States Northern Command, the Department of Defense's supported command for the homeland defense mission, the paper recommends establishing a sub-unified organization under Northern Command to provide special operations command and control, planning, and mission execution. Underlying the entire discussion is the critical need to incorporate special operations forces early in the campaign plan, rather than waiting for mission execution to blend them into the force structure. Regardless of the role special operations forces play or the structure that exercises their command and control, commanders will reap the benefits these highly specialized forces provide only if they understand who they are, what they do, and how to integrate them into the missions of homeland security and homeland defense.

How do US special operations forces maximize their role in the foreign policy of "building partner capacity" (BPC) to support the objectives of national security strategy? Most analytical writing about partner force development focuses on the wartime advise-and-assist experience of both conventional forces (CF) and special operations forces (SOF). Few scholars have written about the nature of warfare in phase 0 or the strategic utility of special operations campaigns to develop capable and competent forces for partner nations. Fewer still have studied the comprehensive integration of SOF and CF to achieve the policy goals associated with building partner capacity. This monograph identifies gaps in the progression of history, theory, and doctrine for partner force advising and for phase 0 operations in general that contribute to differing cultural attitudes towards these mission and environments between SOF and CF. SOF are proven highly effective in building partner capacity with minimal CF integration, but only when certain criteria are present. When environments are suboptimal, there is insufficient evidence to suggest how these forces might campaign together to complement each other's capabilities and build partner capacity more effectively. US national security policy states that countering the global terrorist network which threatens US and allied interests requires support via an indirect approach through and with the military capacity of our partner nations. Threat groups based in weak and failed states uniformly exploit the undergoverned spaces where US partner nations lack the capacity to deny those spaces to the terrorist or insurgent. US security policy ends therefore include both defeating the terrorist network and supporting partner nation stability. The policy of building partner capacity is the way to achieve those ends, through whole-of-government actions to improve the security, development, and governance abilities of the partner nation. All services of the US military are tasked with preparing for and conducting stability operations, including the partner force development aspects of BPC. Special operations forces will find themselves involved in or leading nearly all these efforts, and must integrate with all capable and potential partners to most effectively support US strategic and policy goals.

To date very little more than a paragraph has been devoted to what special operations are and how they fit into a nation's grand strategy; not only during times of war but during those periods between the wars. This paper was written with the mindset of taking a fresh look at the employment of special operations forces (SOF) at the political level of warfare in a time when financial austerity comes to the forefront of policy makers decisions. In the twenty-six years since the stand-up of US Special Operations Command (USSOCOM) global threats have morphed. The world has evolved from a bi-polar conflict characterized by the Cold War through what may be the end of major conventional operations such as Desert Storm and Operation Iraqi Freedom I. Today it continues to evolve into an even more uncertain and complex state of radicalized extremist threats. In this concise JSOU monograph, Dr. Rich Yarger considers the 21st century security environment, previous work on special operations theory, and various other perspectives of SOF gleaned from his research to synthesize an American SOF school of thought, which he argues provides a foundation for developing an American special operations theory for the 21st century. He offers definitions, premises, and principles that explain modern American special operations over the last 70 years and can serve SOF well into the future. Based on his research, he identifies major areas of concern for SOF leadership. As USSOCOM confronts the challenges offered by the 21st century and policymakers continue to look at SOF as a preferred means to address numerous and complex security issues, theory is essential in determining and explaining the appropriate roles and missions for SOF in the 21st century and for building and sustaining the forces. It explains the strategic utility of SOF, bolsters the strategic art within SOF, and informs doctrine. This monograph offers a basis toward such a theory. The timing for advancing a comprehensive theory of American special operations could not be more opportune for several reasons. First, with over 70 years of modern history, the American SOF reputation has never stood higher in the esteem of the public and policymakers. In the last two decades special operations have taken on a greater role in national defense, and policymakers and strategists have found utility in the kind of military power SOF projects. Such recognition is a double-edged sword. The nation has been confronted with significant challenges in the first half of the 21st century that have already strained the capacity of the United States and its strategic partners to deal with them. Policymakers and the 2012 Defense Strategy are correct to recognize the relevance of SOF to these threats and opportunities, but in advocating the greater use of special operations they clearly do not grasp what the SOF Truths imply about SOF capacity.5 As a result, U.S. Special Operations Command (USSOCOM) must parley the hard-earned esteem won by special operators over the past decade to build the force for the future while advising policymakers and senior military decision makers on how best to use a qualitatively constrained SOF capacity. Concurrently, a number of people question whether the greatest strategic utility is being made of SOF power.6 This is not a questioning of SOF personnel's efforts, but a genuine concern about how unique and limited capabilities are used, or not used, and how they might best be used in the future. A unified theory would inform how best to wield the SOF sword. Second, under USSOCOM, SOF have matured into a discrete military force with many of the distinguishing characteristics that define a separate service. Theories and schools of thought explain how each service fits into the nation's security, sets the parameters for roles and missions, lays the basis for a strategic art, and informs doctrine and the professional development of the force. In the past, SOF have relied on mentoring, on-the-job experience, a limited doctrine, and a high degree of flexibility and adaptability. Notwithstanding the great need for and value of the latter, a theory and school of thought provide perspective for strategy, mission planning, and improvising when in contact with the enemy, significantly shortening and lowering the cost of the learning curve at all levels of war.
