This report finds that the lack of regional specialisation might be an important factor explaining the European competitiveness gap with leading global peers. The report presents the first systematic mapping and analysis of regional clusters across the EU-10. It describes the differences in regional specialisation across 38 cluster categories, the changes that have occurred in cluster specialisation patterns in the last few years, and the nature of the leading locations across individual cluster categories. The cluster sector gained a total of 1 million jobs between 2000 and 2004, an increase of about 10 per cent. Overall, the regional clusters account for almost two thirds of total employment in the cluster sector across the 10 new Member States. In recent years, strong clusters have emerged, such as in the automotive industry, but some other sectors lost economic importance (eg footwear). The figures in the report suggest that the economies of the EU-10 countries are still undergoing an intense structural change.

This paper gives a review of prevailing cluster theories, as well as several examples from the real economy. Knowledge spillovers, inter-firm linkages and reduced business risks for start-up firms present some of the advantages that foster firms’ innovative activity in clusters. The success of prominent clusters such as the Silicon Valley has encouraged governments to support the formation of clusters; however, technological changes might as well lead to failures of clusters. Despite the advances of a globalized economy, physical proximity in clusters has been shown to transmit input for innovation more successfully than virtual innovation networks.

In recent years there has been a virtual explosion of interest in cluster development across North America, Europe, and newly industrialized countries. This interest has been prompted by fascination with the success of Silicon Valley at reinventing itself through successive waves of technology innovation and claims by a growing number of imitators to have replicated the conditions for its success. A growing number of clusters around the globe, from Scotland to Bangalore and from Singapore to Israel, all claim direct lineage to the original model in northern California. Clusters Old and New presents the initial results of a study into the formation and growth of industry clusters across Canada.Contributors investigate the process of cluster development in a wide range of locales, in knowledge-intensive sectors as well as more traditional ones, and in both metropolitan and non-metropolitan settings. The authors suggest that the process of cluster formation is complex and may extend over decades. While public policy plays a critical role in supporting the establishment and growth of clusters, the range of factors that contribute to their success is quite varied. The authors provide a basis for beginning to understand the process of cluster formation from an evolutionary perspective, as well as some criteria for determining the presence or absence of true cluster dynamics in the cases under investigation.
