School Choice in Chile examines the dramatic educational decentralization and privatization of schools in Chile. In the early 1980s, the Pinochet regime decentralized schooling, providing vouchers for parental choice of public or private schools. At the same time, the government supposedly gave the administration of schools to local municipalities. Although the reform has merit and is defended by some as a major achievement, Varun Gauri shows the many ways in which it has not worked.In this process of reform, neither the administration of schools nor school content was really decentralized from the Ministry of Education, nor did students gain equality of educationaly opportunity or better schooling outcomes. These failures of the post-welfare model are due partly to Chile's political and economic problems of the era, but are also evidence of flaws at its core, at least where education is concerned.The study presents data for an original survey of 726 households in Greater Santiago that finds more evidence for social and economic stratification among Chilean schools than past analyses have shown. Gauri finds that information about school quality, a sense of entitlement, and the use of specific search techniques increase the odds that a child attends a school with high achievement scores. Gauri offers some insights as he supports the criticism that market forces might exacerbate inequalities without necessarily generating clear gains in academic achievement. In the new system, many parents continued to be ill-informed about differences among schools, nonacademic factors played a major role in school selection, schools appeared to use entrance exams to practice a form of "creaming," and parental wealth was a strong determinant of whether families were willing and able to take full advantage of choice programs.These are extremely timely findings, especially in light of the current debate over school choice and vouchers in the United States. Because the United States has little experience in school choice, School Choice in Chile presents a convincing and necessary report on an almost twenty-year-old experience with information from which all nations can learn. Parents, policy analysts in education and social welfare, as well as those studying political science, public policy, and education, will find it extremely useful.

This book aims to enhance understanding of school choice as a supra-national travelling policy, explored in two strikingly different societies: Latin American Chile and North European Finland. Chile was among the first countries to implement school choice as a policy, which it did comprehensively in the early 1980s through the creation of a market environment. Finland introduced parental choice of a school on a very moderate scale and without the market elements in the mid-1990s. Predominant aspects of Chilean basic schooling include provision by for-profit and non-profit private and municipal organisations, voucher system, parental co-payment and ranking lists. Finland persists in keeping education under public-authority governance and free-of-charge, and in prohibiting profit making and rankings. The wide range of sociologists of education contributing to this book offer novel analyses and perspectives on the operation of school choice in Chile, the trailblazer, and Finland, the ‘European PISA leader’. Agnès van Zanten’s description of how school choice operates as a major dimension of social reproduction sets the scene. After that, Chilean and Finnish authors explore how the policy is displayed and used explicitly for very different societal purposes, although implicitly following similar patterns in the two countries with their histories, politics and cultures. Empirically the focus is on how families view and act on school choice. The research material includes large surveys, interviews and ethnographic data gathered in urban Chile and Finland. Capitalising on the concept of dynamics, the book concludes with some insights into how this globally travelling education policy has materialised in two apparently dissimilar societies and their localities.

School choice is one of the most widely debated policies aimed at increasing student welfare in different countries. Proponents argue that school choice may create incentives for schools to increase productivity, offer a product closer to student demands, and expand the choice set for poor students. Opponents, in contrast, argue that school choice may increase segregation, decrease school quality for poor students by moving good peers to other schools, and produce competition in irrelevant school attributes if parents do not care about education outcomes. Most researchers use reduced-form methods to study these claims. For instance, some papers analyze the effect of interschool competition on test scores and other measures, finding mixed evidence. 1) Other papers use a variety of methods to study the process of choice by parents. This paper uses semi-structural estimates of parents' preferences from an earlier work to study the effects of school choice on both student welfare and socioeconomic segregation. 2) To the best of our knowledge, this is the first time school choice has been evaluated using this kind of approach, in which preferences are explicitly taken into account.

Public-private partnerships in education exist in various forms around the world, in both developed and developing countries. Despite this, and despite the importance of human capital for economic growth, systematic analysis has been limited and scattered, with most scholarly attention going to initiatives in the United States. This volume helps to fill the gap, bringing together recent studies on public-private partnerships in different parts of the world, including Asia, North and South America, and Europe.
