" ROAD SAFETY is a significant world-wide problem. At present, almost 1.2 million persons are killed, and between 20 and 50 million are injured in road crashes globally each year. To give an idea of the enormity of the global road safety problem, in the year 2000 war and conflict were responsible for just over 300,000 deaths. In Australia, close to 1,600 persons are killed on the roads each year, and for each fatal crash there are about 10 crashes involving serious injury, and many more crashes involving minor injury and /or property damage only. The total cost of road crashes in Australia has been estimated at about $15 billion per year. In addition, there is untold pain and suffering. In Australia, as in other highly motorised countried, the road toll, in terms of fatilities per 100,000 population, has been declining over the last two or three decades or so, although the rate of decrease has tended to lessen since the late 1990's. This substantial reduction in the fatality rate came about largely as far-sighted and positive legislation ( for example, use of seat belts, blood alcohol limits and speed controls), vigourous publicity campaigns, and active enforcement, and to a somewhat lesser extent effective road and vechicle improvement programs. In the less motorised countries of the world, the road toll is continuing to increase. Further significant reduction in the road toll will require continued effort to encourage improved road user behaviour by the use of appropriate education, training, publicity and enforcement programs. In addition, much more emphasis should be given to the wider application of known and effective road and vehicle safety measures, and to speed management. These have the potential to substantially reduce the number and severity of road crashes. The aim of ROAD SAFETY - Strategies and Solutions is to provide some understanding of the road safety problem and how it might be tackled, and to set out practical strategies and solutions that hopefully will be of assistance to those concerned with addressing the problem. Road safety is an important sustainable development goal, yet relatively underappreciated and greatly underfunded. Every year, more than 1.2 million people are killed globally while another 50 million are injured as a consequence of road traffic accidents. Approximately 90% of all road accidents now happen in low- and middle-income countries.Recognizing the need to support member States in urgently and effectively addressing road safety challenges, three of the United Nations regional commissions initiated the project: "Strengthening the national road safety management capacities of selected developing countries and countries with economies in transition". The project aimed to assist four countries to enhance their national road safety management capacities and to effectively address and improve their national road safety records. The project was implemented in Albania, Dominican Republic, Georgia and Viet Nam.The Road Safety Performance Reviews assessed the current road safety situation, helped the Governments concerned to identify the most critical road safety issues and recommended actions to be taken. Based on the identified priority needs, capacity-building seminars and workshops for national road safety stakeholders were organized. Additionally, the project raised public awareness on road safety issues and sensitized national experts, as well as the public and non-governmental sectors to the need to set ambitious road safety targets and implement specific measures to improve road safety.

This report presents the status of road safety in the WHO European Region and provides a baseline assessment of how far 49 countries have come in implementing the recommendations of the World Report on Road Traffic Injury Prevention. In the Region, road crashes result annually in 120,000 deaths, 2.4 million injuries and a great economic burden, which may be up to 3% of a country's gross domestic product. Road traffic injuries are the leading cause of death among people 5-29 years old. Vulnerable road users such as pedestrians, cyclists and users of motorized two-wheelers constitute 39% of all road traffic injury fatalities, with pedestrians being more at risk in the eastern part of the Region. Countries differ greatly in mortality rates for road traffic injuries; the average in low- and middle-income countries is twice that in high-income countries. Countries policy responses in providing road safety for their citizens have differed. This report proposes the following areas of action: narrow the gap between countries with the lowest and highest mortality rates; provide better protection for vulnerable road users; develop a well-resourced multisectoral road safety strategy in each country; design and enforce comprehensive legislation; and develop and implement healthier transport policies. In addition, country profiles on the current status of road safety are presented for the 49 participating countries.
