Welfare governance has changed expressively in the past decade. The administration and implementation of welfare involve a wide diversity of state organisations, private commercial organisations and non-profit organisations. However, the roles and positions of these states, private and non-profit organisations in administering and implementing social policies vary significantly between countries. This inconsistency is commonly accredited to the differences in welfare systems. However, in the era of welfare reform, everything is in instability. This includes the role and position of state, private and non-profit actors in social policies. The concept of governance, which is widely gaining popularity in social policies, refers to these changing relations between government and society. Governance is about sustaining co-ordination and coherence among a wide variety of actors with different purposes and objectives such as political actors and institutions, corporate interests, civil society, and transnational organisations. So there are many reasons to assume that welfare reform has affected the involvement of state, private and non-profit actors in administering and implementing social policy. The book, Restructuring Welfare Governance, tries to figure out the mechanisms by which good governance and economic order influence economic outcome. In thirteen chapters, the contributors to this volume analyse the different dimensions of a new form of collaboration, termed collective co-production, in the Scandinavian countries. It is a characteristic of the Scandinavian countries – Sweden, Norway and Denmark - that they have both a large public and voluntary sector. For decades, the dominant type of collaboration between the two sectors has consisted of the public sector providing financial support to organisations in the voluntary sector, while the activities are undertaken by the organisation itself. In recent times, however, a new discourse has emerged, with a strong political focus on developing closer collaboration between the two sectors. The book analyses collective co-production between the voluntary and public sectors, and identifies what distinguishes this form of collaboration from others. It looks at the scope of collective co-production, how and why it differs between welfare areas, as well as the political vision for co-production and the extent to which it lives up to those expectations.
