Renewable Power Pathways is the result of a study by the National Research Council (NRC) Committee for the Programmatic Review of the Office of Power Technologies (OPT) review of the U.S. Department of Energy's (DOE) Office of Power Technologies and its research and development (R&D) programs. The OPT, which is part of the Office of Energy Efficiency and Renewable Energy, conducts R&D programs for the production of electricity from renewable energy sources. Some of these programs are focused on photovoltaic, wind, solar, thermal, geothermal, biopower, and hydroelectric energy technologies; others are focused on energy storage, electric transmission (including superconductivity), and hydrogen technologies. A recent modest initiative is focused on distributed power-generation technologies. This report reviews the activities of each of OPT's programs and makes recommendations for OPT as a whole and major recommendations for individual OPT programs.

The Asia and the Pacific region has become a global economic powerhouse. The region's rapid and sustained economic growth, increasing population, expanding industrialisation and rapid urbanization are driving rapid growth in energy demand, which. Ensuring that supplies of energy are adequate to meet the growth in demand in ways that are socially, economically and environmentally responsible creates a new set of challenges for policymakers.The transition to 2030 energy pathway, which is aimed at addressing those challenges, has four coherent and interlinked objectives - increased energy supply to meet the growing demand, improved energy security, meeting the SDG7 targets and achieving NDCs. Addressing the complex and challenging task requires policymakers to develop a clear, sustainable and achievable pathway that would enable the countries, as well as the region as a whole, to achieve the 2030 goals and targets This report undertakes an in-depth analysis to first determine the level of achievement is possible under the current policy regime by developing a baseline. It then identifies the gap between the baseline and the 2030 targets to inform policymakers the additional efforts and resources that would be needed to adequately achieve SDG7 targets as well as the NDCs mitigation targets for the energy sector. Finally, different transition pathways have been developed and their socio-economic and environmental facets have been examined to assist policymakers to make an informed decision. The report also identifies the enabling policy, technology and market environment that would accelerate the achievement of the 2030 targets.

Hess proposes a theory of scientific and technological change that considers the roles of both industry and grassroots consumers in setting the research agenda in science and technology and he identifies alternative pathways by which social movements can influence scientific and technological innovation. He analyzes four of these pathways: industrial opposition movements organized against targeted technologies (as in the campaign against nuclear energy); technology- and product-oriented movements, which press for alternatives (as does the organic food movement); localism, which promotes local ownership (as in "buy local" campaigns); and access pathways, which support a more equitable distribution of resources. Within each pathway, Hess examines reforms in five areas: agriculture, energy, waste and manufacturing, infrastructure, and finance. Hess's theoretical argument and the empirical evidence he presents demonstrate the complex pattern of incorporation (of grassroots innovations) and transformation (of alternative ownership structures and alternative products) that has characterized the relationship of industry and activism.
