David Stevens Space-based information, which includes earth observation data, is increasingly becoming an integral part of our lives. We have been relying for decades on data obtained from meteorological satellites for updates on the weather and to monitor weather-related natural disasters such as hurricanes. We now count on our personal satellite-based navigation systems to guide us to the nearest Starbucks Coffee and use web-based applications such as Google Earth and Microsoft Virtual Earth to study the area of places we will or would like to visit. At the same time, satellite-based technologies have experienced impressive growth in recent years with an increase in the number of available sensors, an increase in spatial, temporal and spectral resolutions, an increase in the availability of radar satellites such as Terrasar-X and ALOS, and the launching of specific constellations such as the Disaster Monitoring Constellation (DMC), COSMO- SkyMed (COnstellation of small Satellites for the Mediterranean basin Observation) and RapidEye. Even more recent are the initiatives being set-up to ensure that space-based information is being accessed and used by decision makers, such as Sentinel Asia for the Asia and Pacific region and SERVIR for the Latin America and Caribbean region.

Since the first civilian remote sensing satellite was launched in 1960, the United States has come increasingly to rely on space-based remote sensing to serve a wide variety of needs for data about the atmosphere, land, and oceans (table 1-1). Other nations have followed the U.S. lead. The vantage point of space offers a broadscale view of Earth, with repetitive coverage unaffected by political boundaries Recent advances in sensors, telecommunications, and computers have made possible the development and operation of advanced satellite systems (figure 1-1) that deliver vital information about our planet to Earth-bound users. Many Federal agencies, including the Department of Defense (DoD), use remotely sensed data to carry out their legislatively mandated programs to protect and assist U.S. citizens and to reserve and manage U.S. resources. For routine observation of weather and climate, the National Oceanic and Atmospheric Administration (NOAA) operates two environmental satellite systems. DoD also operates a system of environmental satellites' The scientific satellites and instruments of the National Aeronautics and Space Administration (NASA) probe Earth's environment for scientific research. Future NASA scientific satellites will include NASA's Earth Observing System (EOS), a series of sophisticated, low-orbit satellites to gather global environmental data and assist in assessing global environmental change.

The technical, scientific, policy, and institutional environment for conducting Earth science research has been changing rapidly over the past few decades. Changes in the technical environment are due both to the advent of new types and sources of remote sensing data, which have higher spatial and spectral resolution, and to the development of vastly expanded capabilities in data access, visualization, spatial data integration, and data management. The scientific environment is changing because of the strong emphasis on global change research, both nationally and internationally, and the evolving data requirements for that research. And the policy and institutional environment for the production of Earth observation data is changing with the diversification of both remote sensing data and the institutions that produce the data. Over the past decade renewed interest in practical applications of Earth observations from space has coincided with and been fueled by significant improvements in the availability of remote sensing data and in their spectral and spatial resolution. In addition, advances in complementary spatial data technologies such as geographic information systems and the Global Positioning System have permitted more varied uses of the data. During the same period, the institutions that produce remote sensing data have also become more diversified. In the United States, satellite remote sensing was until recently dominated largely by federal agencies and their private sector contractors. However, private firms are increasingly playing a more prominent role, even a leadership role, in providing satellite remote sensing data, through either public-private partnerships or the establishment of commercial entities that serve both government and private sector Earth observation needs. In addition, a large number of private sector value-adding firms have been established to work with end users of the data. These changes, some technological, some institutional, and some financial, have implications for new and continuing uses of remote sensing data. To gather data for exploring the importance of these changes and their significance for a variety of issues related to the use of remote sensing data, the Space Studies Board initiated a series of three workshops. The first, "Moving Remote Sensing from Research to Applications: Case Studies of the Knowledge Transfer Process," was held in May 2000. This report draws on data and information obtained in the workshop planning meeting with agency sponsors, information presented by workshop speakers and in splinter group discussions, and the expertise and viewpoints of the authoring Steering Committee on Space Applications and Commercialization. The recommendations are the consensus of the steering committee and not necessarily of the workshop participants.

An Interregional Expert Meeting on the Use of Satellite Imaging RADAR and Thematic Mapping in Natural Resources Development, organized by the Economic and Social Develop ment Center of the German Foundation for International Development - DSE - in co-operation with the United Nations Department of Technical Co-operation for Develop ment - DTCD - was held in Berlin (West) from 21 November to 4 December 1984. As a result of this meeting, the participants made the following recommendations: A. REMOTE SENSING SYSTEMS AND AVAILABILITY OF DATA 1. Acquisition Platforms and their Continuity The participants expressed concern over the insecurity which clouds the future of orbital remote sensing platforms - the U. S. Landsat series should be continued, if at all possible. The planned initial ten-year operational lifetime of SPOT is en couraging and received support. ESA/ERS 1, Japanl J-ERS 1 and Canada's RADARSAT programmes should be given full imple mentation commitment, as soon as possible, and plans should be developed for system continuity. The participants noted that development of national and regional remote sensing programmes in developing nations, and establishment and upgrading of appropriate ground receiving stations for these systems depends critically on the prospect of platform continuity. vii SATELLITE REMOTE SENSING FOR RESOURCES DEVELOPMENT 2. Future Developments (a) Future developments in microwave remote sensing from space should be encouraged so as to circumvent, among others, the problem of cloud cover and to facilitate extension of application areas.
