This ambitious work provides a comprehensive, empirically grounded study of the production, circulation, and reception of Japanese popular culture in Asia. While many studies typically employ an interactive approach that focuses on the “meaning” of popular culture from an anthropological or cultural studies point of view, Regionalizing Culture emphasizes that the consumption side and contextual meaning of popular culture are not the only salient factors in accounting for its proliferation. The production side and organizational aspects are also important. In addition to presenting individual case studies, the book offers a big-picture view of the dramatic changes that have taken place in popular culture production and circulation in Asia over the past two decades. The author has gleaned information from primary sources in Japanese, English, and other languages; research visits to Japan, Hong Kong, Singapore, Shanghai, Bangkok, and Seoul; as well as insights of people with firsthand knowledge from within the cultural industries. From this broad range of source, he develops an integrative political economic approach to popular culture. Regionalizing Culture offers a dialectical look at the organization of cultural production, primarily at the structure and control of cultural industries, interconnections between companies and production networks, and relations between the business sector and the state. It traces the rise of Japan as a popular culture powerhouse and the expansion of its cultural industries into Asian markets. It looks as well at the creation of markets for Japanese cultural commodities since the late 1980s, the industrial and normative impact that Japanese cultural industries have on the structure of the local cultural industries, and the wider implications these processes have for the Asian region. With contributions from leading scholars in their field, this collection of fourteen essays offers wide-ranging but incisive perspectives on East and Southeast Asian Studies. Apart from informing and enlightening the reader, the essays offer a tribute to Professor Takashi Shiraishi, the renowned Japanese scholar, for his many contributions across continents and disciplines as well as his personal qualities as a long-time colleague, teacher and friend. Now Professor Emeritus of the National Graduate Institute for Policy Studies (GRIPS) in Tokyo, Shiraishi-sensei has had an outstanding career as a teacher, scholar, administrator and policy advisor, his many roles including Director of the Southeast Asia Program at Cornell University and president both of GRIPS and the Institute of Developing Economies, Japan. Often with Japan at their nexus, the essays speak to three enduring themes in the research interests that spanned Shiraishi's half-century career, namely, political movements in Southeast Asia; national and regional politics in China and Japan; and the links between ideology, networks and policies at critical junctures of state formation. An introduction by the editors reviews Shiraishi's contributions to many areas of scholarship (these are documented in the back matter, in a bibliography of his publications and writings in English and Japanese). Among authors of the fourteen essays that follow are Patricio Abinales, Chris Baker, Caroline Hau, Peter Katzenstein, Pasuk Phongpaichit and Thongchai Winichakul. Or, in the selected case, why do Denmark, Finland, Iceland, Norway and Sweden cooperate in the framework of Nordic Defence Cooperation (NORDEFCO) although they are either member of NATO, the EU or both? In a globalized interdependent world, membership in multiple alliances and frameworks of cooperation is not rare. Cooperation on defence issues is not the only one having an influence on security but the area with the most direct one. Taking the diverging interests and problems of European states such as capability gaps into account that create different needs and possibilities, it is plausible to theorize that regionalization of defence cooperation is caused by a dissatisfaction how the existing alliance addresses those needs. The main motivations stated by politicians are economic benefits and great homogeneity of the Nordic security community. Deduced from that I propose two hypotheses, one that sees the perceived need to save funds as proportional to the probability of seeking regionalization and the other putting the urgency of such a need into the same positive relationship to the regionalization of defence cooperation. The third hypothesis relates the regionalization back to the defence-related alliance(s) the respective states are already part of by suggesting that regionalization is a way to exert influence over alliances that a state is not part of. There are scholars who argue that what NORDEFCO aims to do is better handled directly through NATO or the EU because duplication is a real risk leading to a less efficient utilization of resources (Petersson, 2010c; Hofmann, 2009) or decrease the centrality of NATO and the EU as institutions (Stiftung Wissenschaft und Politik, 2015). Regionalization of defence cooperation is an ambivalent policy that is not always perceived positively and does not automatically create more security.
