The end of the U.S.-Soviet standoff and the increasing risk of political adventurers such as Saddam Hussein developing nuclear capability have profoundly altered the shape of global nuclear danger. In Reducing Nuclear Danger, three of America's top experts on nuclear affairs offer a thoughtful prescription for effective international action to cut existing nuclear arsenals and to prevent further proliferation. They argue that the United States must take a cooperative leadership role to achieve worldwide control of nuclear weapons. The immediate tasks to this end are to execute the already agreed-upon reductions in U.S. and Russian forces, ensure that Russia remains the only nuclear state of the former Soviet Union, and substantially strengthen the international efforts against the spread of nuclear weapons. The authors favor adopting a strict doctrine of using nuclear weapons only as a "defensive last resort, " along with other specific changes in current policy. Prominent in their prescriptions is an eventual drastic reduction of the current Russian-American warhead ceilings. They also advocate a new policy for American leaders - toward other nations as well as the American people - of open public explanation of nuclear danger. This important and insightful book on the current nuclear danger should be read by all citizens with an interest in resolving what remains our greatest global risk, at a time of unprecedented opportunity.

For some observers, nuclear arms control is either a relic of the cold war, or a utopian dream about a denuclearized planet decades in the future. But, as Brookings scholars Steven Pifer and Michael O'Hanlon argue in The Opportunity, arms control can address some key security challenges facing Washington today and enhance both American and global security. Pifer and O'Hanlon make a compelling case for further arms control measures to reduce the nuclear threat to the United States and its allies, to strengthen strategic stability, to promote greater transparency regarding secretive nuclear arsenals, to create the possibility for significant defense budget savings, to bolster American credibility in the fight to curb nuclear proliferation, and to build a stronger and more sustainable U.S.-Russia relationship. President Obama gave priority to nuclear arms control early in his first term and, by all accounts, would like to be transformational on these questions. Can there be another major U.S.-Russia arms treaty? Can the tactical and surplus strategic nuclear warheads that have so far escaped controls be brought into such a framework? Can a modus vivendi be reached between the two countries on missile defense? And what of multilateral accords on nuclear testing and production of fissile materials for nuclear weapons? Pifer and O'Hanlon concisely frame the issues, the background, and the choices facing the president; provide practical policy recommendations, and put it all in clear and readable prose that will be easily understood by the layman.

The essys in this collection explore and analyze how to reduce the risk of nuclear war in South Asia. Contributors work to introduce the theory and methodology of nuclear risk reduction, to provide specific measures that might work best in the region, and to consider the consequences of missile defense options for stability in Asia. Much work is needed to recduce nuclear dangers between India and Pakistan. While the fact that both countries possess nuclear weapons may prevent a full-blown conventional or nuclear war, the presence of these weapons in the region may also encourage the use of violence at lower levels expecting escalation to be contained by a mutual desire to avoid the nuclear threshold. One only needs to look at the Kashmir conflict for confirmation of this paradox, with serious crises coming more frequently with more severity since the nuclear tests of 1998. Sustained efforts along the line suggested by the contributors of this volume are a crucial step toward reducing nuclear risk on the Subcontinent.

The proliferation of weapons of mass destruction represents a major challenge to our national security. Reducing the nuclear danger is one of the primary goals of the United States national security strategy and it is a cornerstone of the Department's vision of the future. To meet this challenge, our Nation draws upon the same foundation of scientific and technological skills that helped bring a successful end to the Gold War. The Department, drawing upon many of the Nation's best and most innovative scientists, provides essential support for the changing global political climate that has guided the Department's adaptation to the new era. Reducing the global nuclear danger, responding with programs that build upon and enhance the strengths of the Department's complex and the National Laboratories, and emphasizing commitments to environment, safety, and health, are the essence of the Department's national security strategy. The nuclear danger is now defined differently than it was just five years ago. Initiatives to prevent nuclear weapons proliferation, improve nuclear reactor safety, safeguard and dispose of nuclear materials and maintain confidence in our nuclear weapons deterrent without nuclear testing have surged to the forefront.
