What would it look like to place race at the center of international legal scholarship? From its inception in the 70s and 80s, critical race theory's target was the field of law, revealing it to be a repository for racial power. This particular critique of law was explosive because of law's putatively apolitical status, making it a unique site for an intellectual sit-in that has forever changed the way that race and racism are understood in American society. Several decades later, as indicators of populism and white nationalism spread across North America and Europe, critical race theory remains markedly absent from discourses in global affairs and international law. When the Civil War ended, hundreds of African Americans enlisted in the U.S. Army to gain social mobility and regular pay. These black soldiers protected white communities, forced Native Americans onto government reservations, patrolled the Mexican border, and broke up labor disputes in mining areas. Despised by the white settlers they protected, many black soldiers were sent to posts along the Texas-Mexico border. The interactions there among blacks, whites, and Hispanics during the period leading up to World War I offer Leiker the opportunity to study the opportunity to study the complicated, even paradoxical nature of American race relations.

Racial profiling and border security have become characteristic features of governance in Western liberal democracies during the twenty-first century. This new collection provides an important multi-national perspective on an issue of great and growing concern, particularly but not exclusively in the context of corporate globalization and neo-liberal governance. Despite the growing significance of regimes of racial profiling, surveillance and tightened border controls in the post-9/11 period, there have been very few extended analyses of racial profiling in different eras and contexts, particularly at borders. The work examines the issue from a transborder perspective, with comparisons, connections and intersections of policy and practice. Chapters examine a range of topics including racial profiling and implications for inter/national and human security, racial profiling along borders in the US and the construction of "terrorists" and "illegal aliens," racial profiling and problems of proof and movements opposing racial profiling, among others. Overall, the chapters in this collection reframe racial profiling as a human rights rather than civil rights issue, making an important contribution to analyses of this important topic. About the editor: Jeff Shantz teaches critical theory, elite deviance, community and human rights in the Department of Criminology at Kwantlen Polytechnic University in Metro Vancouver, Canada. He is the author of the book Living Anarchy: Theory and Practice in Anarchist Movements. His writings have appeared in leading international journals including Critical Sociology, Critique of Anthropology, Feminist Review and New Politics as well as numerous anthologies. A longtime community organizer, he has been a member of the Ontario Coalition Against Poverty and host of the weekly "Anti-Poverty Report" on radio stations CHRY and CKLN in Toronto, Canada. Dr. Shantz received his Ph.D. from York University in Toronto.

While policies like SB 1070, Arizona's now infamous immigration legislation, have raised issues of racial profiling and policing practices, there have been few detailed analyses of broader practices of racialization and racism at borders more extensively. Some works have focused specifically upon profiling, without looking at varied processes of racialization. In addition, most studies of border controls have examined the US context, while few have looked at racism and racialization and borders in multinational contexts as the current work does. The work provides analyses of constructions of race and repressive border policies and examines critically larger policy questions in the context of neoliberal governance practices. It can serve as a primary or supplementary text for university courses in Criminology, Sociology, Politics, Geography, Cultural Studies and International Affairs. Beyond academia, it provides a useful resource for civil liberties and human rights groups, advocacy movements and community organizations supporting immigrants and refugees as well as those representing members of racialized non-migrant communities in diverse contexts. This book addresses the centrality of race and racism in consolidating the nationalisms currently prominent in Brexit Britain. Particular attention is given to the issues of refugees, borders and bordering, and the wider forms of nativist and anti- Muslim sentiments that anchor today’s increasingly populist forms of nationalist politics. It is argued that the forms of scapegoating and alarmism integral to the revival of nationalism in British politics are fundamentally tied to racialised processes. Equally however, it is argued that such a political climate is not simply discursive, but also yields acute forms of governance, wherein an increasingly violent attention is given by the state to the border. The chapters in the book do however also attempt to think through the possibilities of a constructive response to this moment. Emphasis is given here to the everyday cultural textures that might help shape a popular opposition to racial nationalism. Similarly, the book attempts to unpack the appeal of today’s distinctive populism in ways that might be more responsive to anti-racist and anti-nationalist sentiments.
