Masyarakat pesisir diharapkan dapat memperoleh manfaat terbesar dalam pembangunan wilayah pesisir sesuai dengan kapasitas ekonomi yang sesuai dengan daya dukung serta kebijakan sosial ekonomi yang berpihak kepada kelompok yang terpinggirkan. Kebijakan sosial ekonomi perlu direkayasa-ulang, yakni diarahkan untuk kesejahteraan masyarakat Indonesia khususnya masyarakat pesisir sekaligus untuk menjaga kelestarian sumberdaya sehingga kegiatan sosial ekonomi masyarakat pesisir dapat dipercepat dan dilakukan secara berkelanjutan. Program pengelolaan daerah aliran sungai, pesisir dan laut pada intinya dilakukan untuk menjawab dua hal mendasar, yaitu: (1) kebutuhan untuk menjaga dan mempertahankan sumberdaya yang terancam seperti tanah, air, pemandangan dan nilai-nilai estetika lainnya, serta komponen-komponen alamiah dari pesisir seperti pantai, bukit pasir, daerah estuari, pulau-pulau kecil dan lain sebagainya; dan (2) kebutuhan untuk mengelola pemanfaatan sumberdaya pesisir secara rasional, mencari resolusi atas konflik pemanfaatan, dan mencapai keseimbangan rasional antara pembangunan dan pelestarian sumberdaya. Pengembangan masyarakat pesisir harus didasarkan pada pengelolaan wilayah pesisir, daerah aliran sungai dan lautan yang komperehensif, sehingga menuntut (1) perhatian yang lebih mendalam dan menyeluruh mengenai sumberdaya alam yang unik; (2) optimalisasi pemanfaatan serbaneka dari ekosistem pesisir dan laut dengan mengitegrasikan segenap informasi ekologis, ekonomis dan sosial; dan (3) peningkatan pendekatan multidisipliner dan koordinasi antar sektoral dalam mengatasi permasalahan yang ada di wilayah pesisir dan lautan yang kompleks. Melalui pendekatan ini, diharapkan dapat memberikan hasil yang diharapkan, yaitu (1) terpeliharanya kualitas lingkungan pesisir dan lautan beserta sumberdaya di dalamnya, dan (2) membaiknya kondisi sosial ekonomi-budaya masyarakat pesisir. Kebijakan pembangunan perlu memberikan keberpihakan kepada masyarakat pesisir agar kelompok masyarakat yang selama ini kurang diperhatikan dapat segera mengejar ketertinggalan dari kelompok masyarakat lainnnya sehingga tujuan pembangunan untuk mencapai kesejahteraan yang adil bagi segenap bangsa Indonesia dapat diwujudkan. Upaya pembinaan nelayan untuk pembangunan nasional dapat dilakukan melalui program: (i) pembinaan nelayan memerlukan pemahaman yang bersifat menyeluruh terhadap setiap persoalan, terutama kemiskinan nelayan yang terjadi; (ii) pembinaan nelayan memerlukan pendekatan social engineering yang tepat, efektif dan efisien; (iii) penetapan jumlah pemanfaat (users) dan daya dukung lingkungannya sesuai dengan karakteristik sumberdaya dan pemanfaatannya; (iv) penguatan dan pembinaan masyarakat pesisir; (v) pengembangan mata pencaharian alternatif; (vi) penanganan penangkapan ikan ilegal, tidak tercatat dan tidak diatur; (vii) dukungan kebijakan pengembangan perikanan tangkap; dan (viii) dukungan kebijakan pengembangan perikanan budidaya. Coastal communities are expected to gain the greatest benefit in the development of coastal areas in accordance with the economic capacity and the environmental carrying capacity. Socio-economic policies need to be re-engineered, which is directed to the welfare of the people of Indonesia, especially the coastal communities as well as to conserve resources so that social and economic activities can be accelerated and be sustainable. Integrated riverbasin, coastal and ocean management program was essentially carried out to answer two basic points, namely: (1) the need to maintain and preserve the threatened coastal resources such as land, water, landscape and other aesthetic values, as well as natural components of the coastal beaches, sand dunes, estuarine areas, small islands and so on, and (2) the need to rational manage the utilization of coastal resources, seeking resolution of the conflict utilization, and achieve a rational balance between development and resources conservation. Coastal communities development should be based on integrated riverbasin, coastal and ocean management and it demands (1) attention to a deeper and comprehensive understanding of the unique natural resources, (2) optimizing coastal and marine ecosystems utilization with in integrating all ecological and socio-economic informations, and (3) increasing multidisciplinary approach and inter-sectoral coordination in addressing the complexity existing problems in coastal areas and oceans. Through this approach, is expected to deliver results, (1) maintaining the quality of coastal and marine environment and its resources, and (2) improving the socio-economic-cultural conditions of coastal communities. Development policies need to favor the coastal community, so that the community development objectives to achieve equitable prosperity for all Indonesian people can be realized. Fishermen capacity building in the content of national development can be done through the program: (i) construction of fishing requires a thorough understanding of the nature of any problems, especially poverty fishermen occurred, (ii) construction of social engineering fisherman needs a proper, effective and efficient, (iii) determination of the number of beneficiaries (users) and the carrying capacity of the environment according to the characteristics and resource utilization, (iv) strengthening and development of coastal communities, (v) the development of alternative livelihoods; (vi) handling of illegal fishing, unrecorded and unregulated; (vii ) fisheries development policy support, and (viii) support aquaculture development policy.
