There is little argument that mass media news projects a particular point of view. The question is how that bias is formed. Most media critics look to the attitudes of reporters and editors, the covert news policy of a publisher, or the outside pressures of politicians and advertisers. Manufacturing the News takes a different tack. Mark Fishman’s research shows how the routine methods of gathering news, rather than any hidden manipulators, determine the ideological character of the product. News organizations cover the world mainly through “beats,” which tend to route reporters exclusively through governmental agencies and corporate bureaucracies in their search for news. Crime, for instance, is covered through the police and court bureaucracies; local politics through the meetings of the city council, county commissioners, and other official agencies. Reporters under daily deadlines come to depend upon these organizations for the predictable, steady flow of raw news material they provide. It is part of the function of such bureaucracies to transform complex happenings into procedurally defined “cases.” Thus the information they produce for newsworkers represents their own bureaucratic reality. Occurrences which are not part of some bureaucratic phase are simply ignored. Journalists participate in this system by publicizing bureaucratic reality as hard fact, while accounts from other sources are treated as unconfirmed reports which cannot be published without time-consuming investigation. Were journalists to employ different methods of news gathering, Fishman concludes, a different reality would emerge in the news—one that might challenge the legitimacy of prevailing political structures. But, under the traditional system, news reports will continue to support the interests of the status quo independently of the attitudes and intentions of reporters, editors, and news sources.

Digital News and HIV Criminalization investigates the everyday work of journalists and uncovers how newswork routines are hooked into other institutions, including the criminal legal system, police, and public health, that regulate the daily lives of people living with HIV. This lively institutional ethnography offers key insights into how the digital news media ecosystem is socially organized. It reveals that the fast-paced conditions of digital news media in the age of convergence journalism require the constant, rapid production of sensational news stories that will be consumed widely by online audiences, often resulting in news writing that perpetuates social harms connected to stigmatizing, racist, and anti-immigrant views. The book illustrates how biased reporting on HIV criminalization reflects broader trends in online news and presents opportunities for HIV activists to form coalitions with other groups negatively affected by the current landscape of convergence journalism. This report examines the impact that media ownership can have on the news and the effect of consolidation on the newspaper, television and radio industries. The newspaper industry is facing severe problems as readership levels fall; young people turn to other sources of news; and advertising moves to the internet. Newspaper companies are having to make savings and this is having a particular impact on investment in news gathering and investigative journalism. In television news the same trends are evident. Most news programmes have smaller audiences than they had ten years ago; younger people in particular are watching less television news; commercial television channels are losing advertising revenue to the internet. New media, in particular the internet, are having a major impact on the way news is produced and consumed, but the traditional forms of news are likely to be the most popular sources of news for the foreseeable future. The proliferation of news sources has not been matched by a corresponding expansion in professional and investigative journalism. Owners can and do influence the news in a variety of ways. They are in a position to have significant political impact. The consolidation of media ownership adds to the risk of disproportionate influence. The Committee recommends reform of the public interest test criteria for newspaper mergers and also believes that reforming cross-media ownership restrictions on regional and local newspaper and radio mergers is necessary. The Committee does not consider changes in ownership regulation and competition law to be enough if the aim is to ensure a range of voices and high quality news. The public service broadcasting system in the United Kingdom provides an invaluable news service for the citizen and it is crucial that the contribution of all the public service broadcasters is maintained.
