This portrayal of the poverty of black women in this country describes the unemployment, underemployment, isolation, and lack of assets they typically experience. The author also takes on and demolishes the common stereotypes that castigate poor black women as "morally problematic and dependent on the money of good tax-paying citizens." She then calls on the black churches to become potential agents of change and leaders in addressing the unequal social and economic structures that hold captive these poor women. The goal is to empower poor black women to develop assets that will prevent long-term poverty and allow them to flourish.

This chapter provides a brief overview of the book highlighting the modest progress from child welfare to child well-being re?ected in these chapters, and the parallel movement in Kahn’s career and research, as his scholarship developed over the years. It then moves to explore the relationship between two overarching themes, child and family policy stressing a universal approach to children and social prot- tion stressing a more targeted approach to disadvantaged and vulnerable individuals including children and the complementarity of these strategies. Introduction To a large extent Alfred J. Kahn was at the forefront of the developments in the ?eld of child welfare services (protective services, foster care, adoption, and family preservationandsupport). Overtimehisscholarshipmovedtoafocusonthebroader policy domain of child and family policy and the outcomes for child wellbeing. His work, as is true for this volume, progressed from a focus on poor, disadvantaged and vulnerable children to a focus on all children. He was convinced that children, by de?nition, are a vulnerable population group and that targeting all children, empl- ing a universal policy as a strategy would do more for poor children than a narrowly focused policy targeted on poor children alone, As we ?rst argued more than three decades ago (Not for the Poor Alone; “Universalism and Income Testing in Family Policy”), one could target the most disadvantaged within a universal framework, and this would lead to more successful results than targeting only the poor.

Poverty And The Underclass written by William A Kelso and has been published by NYU Press this book supported file pdf, txt, epub, kindle and other format this book has been release on 1994-10-01 with Political Science categories.

Explains the failure—on both sides of the aisle—of the War on Poverty The much-heralded War on Poverty has failed. The number of children living in poverty is steadily on the rise and an increasingly destructive underclass brutalizes urban neighborhoods. America's patience with the poor seems to have run out: even cities that have traditionally been havens for the homeless are arresting, harassing, and expelling their street people. In this timely work, William Kelso analyzes how the persistence of poverty has resulted in a reversal of liberal and conservative positions during the last thirty years. While liberals in the 1960s hoped to eliminate the causes of poverty, today they increasingly seem resigned to merely treating its effects. The original liberal objective of giving the poor a helping hand by promoting equal opportunity has given way to a new agenda of entitlements and equal results. In contrast, conservatives who once suggested that trying to eliminate poverty was futile, now seek ways to eradicate the actual causes of poverty. Poverty and the Underclass suggests that the arguments of both the left and right are misguided and offers new explanations for the persistence of poverty. Looking beyond the codewords that have come to obscure the debate—underclass, family values, the culture of poverty,—Kelso emphasizes that poverty is not a monolithic condition, but a vast and multidimensional problem. During his Presidential campaign, Bill Clinton called for an overhaul of the welfare system and spoke of a new covenant to unite both the left and right in developing a common agenda for fighting poverty. In this urgent, landmark work, William Kelso merges conservative, radical, and liberal ideals to suggest how the intractable problem of poverty may be solved at long last by implementing the principles of this new covenant.

This open access book analyses the idea that medicine and psychology have a substantial (and underestimated) impact on Western welfare states. Based on mixed-methods analyses conducted in Germany, it analyses this influence on debates and policies related to unemployment, poverty, and childhood. The book demonstrates how the turn to neoliberalism and social investment thinking has created this medicalisation and psychologisation of social policies, and the contributions provide important insights for students and scholars of sociology of health and illness, political sociology, social and health policy, medicine, psychology, and public health.

Cities are centres of exciting events, flows, movements and contradictions that produce both opportunities and challenges. Evolved through the centuries, they display layers of spatial, cultural and socio-economic diversity and contestations, which are articulated in multiple ways. It is in this backdrop that the present volume addresses some of the myriad issues visible in the contemporary cities of the Global South. The volume is divided into three parts, each of them focusing on different dimension of contemporary urban challenges. Part I entitled ‘The Concept of a City’ contains five papers dealing with conceptual complexities of the urban. This part analyses as to what extent development intrudes on urban space and space in turn influences development. Part II ‘City and Urban Space’ contains six papers. These focus on the existing patterns, processes, and perspectives of urbanization and its consequent everyday manifestations across different cities. Part III ‘Urban Policy, Planning and Governance’ has six papers dealing with policy and planning. In the wake of rapid urbanization and economic growth, the urban sector is swiftly changing towards being economic engines. Cities and towns being the centres of economic activities play a catalytic role in contributing to economic development and poverty reduction. However, there are layers of challenges that these cities face. This timely volume brings out these challenges and also analyses plausible solutions which can be brought about by the efficient and effective provision of essential urban services and infrastructure. Please note: This title is co-published with Manohar Publishers, New Delhi. Taylor & Francis does not sell or distribute the Hardback in India, Pakistan, Nepal, Bhutan, Bangladesh and Sri Lanka.

This book provides deep insights about women in higher education and their contributions to society. Using Kenya as a case study, it places women in higher education at the center of the socioeconomic, political and cultural discourse both within and outside the higher education institution. It is notable that even with the progress made, both in Kenya and globally, gender considerations in social, economic, political and cultural spheres is still minimal. In higher education, gender imbalance is still distinct in varied areas such as career advancement, leadership, mentorship, and scholarship opportunities. In society, women’s efforts still seem to go unnoticed. The aim of these chapters, therefore, is to share women’s research in higher education and in society especially innovative policy and practice concepts, all aimed at contributing to social transformation.
