This volume features 16 essays on the philosophy of technology that discuss its identity, its position in philosophy in general, and the role of empirical studies in philosophical analyses of engineering ethics and engineering practices. This volume is published about fifteen years after Peter Kroes and Anthonie Meijers published a collection of papers under the title The empirical turn in the philosophy of technology, in which they called for a reorientation toward the practice of engineering, and sketched the likely benefits for philosophy of technology of pursuing its major questions in an empirically informed way. The essays in this volume fall apart in two different kinds. One kind follows up on The empirical turn discussion about what the philosophy of technology is all about. It continues the search for the identity of the philosophy of technology by asking what comes after the empirical turn. Depending on how one construes the kinship relations, technology has been either the stepchild of philosophy or its grandfather. In either case, technology has not been taken into the bosom of the family, but has had to wait for attention, care and feeding, while the more unclear elements - science, art, politics, ethics - were being nurtured (or cleaned up). Don Ihde puts technology in the middle of things, and develops a philosophy of technology that is at once distinctive, revealing and thought provoking. Typically, philosophy of technology has existed at, or beyond, the margins of the philosophy of science, and therefore the question of technology has come to be posed (when it is) either by historians of technology or by social critics. The philosophy of technology, as analysis and critique of the concepts, methodologies, implicit epistemologies and ontologies of technological praxis and thought, has remained underdeveloped. When philosophy does turn its attention to the insistent presence of technology, it inevitably casts the question in one or another of the dominant modes of philosophical interpretation and reconstruction. Thus, the logic of technological thinking and practice has been a subject of some systematic work (e. g. , in the Praxiology of Kotarbinski and Kotarbinska, among others). The first philosophy of technology, constructing humans as technological and technology as an underpinning of all culture Ernst Kapp was a foundational scholar in the fields of media theory and philosophy of technology. His 1877 Elements of a Philosophy of Technology is a visionary study of the human body and its relationship with the world that surrounds it. At the book’s core is the concept of “organ projection”: the notion that humans use technology in an effort to project their organs to the outside, to be understood as “the soul apparently stepping out of the body in the form of a sending-out of mental qualities” into the world of artifacts. Kapp applies this theory of organ projection to various areas of the material world—the axe externalizes the arm, the lens the eye, the telegraphic system the neural network. From the first tools to acoustic instruments, from architecture to the steam engine and the mechanic routes of the railway, Kapp’s analysis shifts from “simple” tools to more complex network technologies to examine the projection of relations. What emerges from Kapp’s prophetic work is nothing less than the emergence of early elements of a cybernetic paradigm.
