The Organization for Security and Co-operation in Europe (OSCE) plays an indispensable role in creating and maintaining peace, security, and stability in Europe. The YearbookÃs key focus this year is on the Caucasus, the setting for so many bloody wars and conflicts: RussiaÃs war in Chechnya, the wars of secession in Georgia, and the conflict over Nagorno-Karabakh. In nine original contributions, international experts analyse the causes of these conflicts and their historical and political contexts, describe recent developments, examine the role of religion, and discuss transregional economic and political issues. The Yearbook 2004 again devotes considerable attention to the OSCEÃs long-term missions. Further topics tackled in the tenth volume of this series include anti-Semitism, urgent contemporary problems such as money laundering and organized crime, the OSCEÃs co-operation with Transparency International in the fight against corruption, and the possibility of applying the model of the CSCE to the conflicts of the Middle East. The book includes extensive annexes with facts and figures on the OrganizationÃs 55 participating States, a chronology, and a selected current bibliography of OSCE-related literature.

The book represents an insight into current human rights developments in Europe and gives an overview of the complex, juridical and political dimensions. The contemporary development and institutionalisation of European human rights norms takes place within the structures of the European Union, OSCE, Council of Europe and a multilayered court system. Chapter II «European Organisations and Human Rights» delivers an up to date introduction into the organisation's different approaches to human rights. Geographically the volume has a strong focus on human rights developments in Central Eastern and South Eastern Europe. Russia and Turkey are challenging cases for European human rights organisations and are dealt with in separate articles. The issue of minority rights protection forms another challenge for many Central and Eastern European Countries. The protection of Roma people is only one pressing example. Finally the book devotes a whole chapter to the EU's external relations and human rights. The volume closes with a chapter written by David Chandler who reminds us of the limits of the human rights conception.

After the change of power in Kyrgyzstan in March 2005 and the massacre in Andijan, Uzbekistan in May 2005, an intimate understanding of the social and political processes in Central Asia now seems more important than ever. Realities of Transformation offers an account of democratization policies and their effects on Central Asia. The authors - from Austria, Germany, Kazakhstan, Kyrgyzstan, and Uzbekistan - investigate democratization policies from various perspectives, focusing on the democratization of power structures, democratization through external actors, and democratization of the judicial sector. Finally, the authors shed light on the complicated relationship between democratization and security. Realities of Transformation combines scholarly articles with texts from NGO representatives. This book is an essential reading for anyone interested in Central Asia, democratization issues, or local realities in transforming societies.
