Excerpt from Occupational Hazards to Young Workers, Vol. 1: The Explosives-Manufacturing Industries Madam: There is transmitted herewith a report on the occupa tional hazards to young workers of employment in the explosives manufacturing industry. This study is the first of a series made by the Children's Bureau to guide the Chief of the Bureau in deter mining occupations that are particularly hazardous for young work ers and therefore subject to an 18-year minimum age under the child-labor provisions of the Fair Labor Standards Act of 1938. The data in this report formed the factual basis for Hazardous Occupation Order N O. 1, effective July 1, 1939, which declared all occupations in or about plants manufacturing explosives or articles containing explosive components to be particularly hazardous for minors 16 and 17 years of age. A copy of this order appears in The appendix. The report was originally published in mimeographed form on March 15, 1939, when the proposed order was issued. In this printed bulletin the information presented is that which appeared in the original mimeographed report, without the addition of figures that have since become available. However, because these devices are neither applicable to all types of work nor required on all types of machines, there has been no drastic curtailment of the great number of accidents caused by woodworking machines. Requirements for guarding, fixed by law or regulation, vary greatly from State to State. There has been widespread recognition of the hazards of wood working-machine employments for young workers. This recognition has taken the form of State laws setting a minimum age for employ ment on specified types of machines higher than the minimum age for general employment. But because the coverage of the laws is not uniform and because there is no legislation of this type in many States, substantial numbers of youn workers continue to be em ployed as Operators of or Off - bearers from these extremely hazardous machines.
