A Brookings Institution Press and British-North American Committee publication Two hundred years ago, the first Industrial Revolution sparked a dramatic acceleration in the quantity of goods and services available to the average citizen--a trend of steadily increasing real income per capita that continues to this day. Since that time, economists have struggled to develop systematic explanations for what caused the sudden, rapid increase, why the economy keeps growing, and why the rate of growth varies in different time periods and nations. In this book, F. M. Scherer traces the evolution of economic growth theory from the Industrial Revolution to the present. Emphasizing technological change as the most crucial dynamic force for growth, Scherer analyzes early hypotheses that paid little attention to new technologies, follows the emergence of theories that increasingly emphasized technological change, and reviews the current state of economic growth theory. Pointing out a lack of solid microbehavioral foundations to support contemporary "new growth" ideas, Scherer then supplies some foundational "bricks" concerning financial investment and human capital, and concludes by exploring the prospects for sustaining rapid growth into the next century.

How does Ricardian specialisation affect economic development in relatively advanced countries? Keld Laursen, inspired by the myriad newly-emergent neoclassical/new industrial economics contributions, makes a detailed study of the role of specialisation and structural change in advanced economies. Until now, these theoretical contributions have not been subjected to a systematic empirical investigation. The three key questions are: Do countries converge or diverge in terms of their specialisation patterns over time? Can the role of technology explain the direction of national trade specialisation? What are the implications of international specialisation patterns (and their changes) for economic growth? This study will be of immense interest to postgraduates and researchers working on theories and practices of innovation, trade, and growth.

Leadership in innovation is essential to U.S. prosperity and security. In a global, knowledge-driven economy, technological innovation—the transformation of new knowledge into products, processes, and services of value to society—is critical to competitiveness, long-term productivity growth, and an improved quality of life. Preeminence in technological innovation depends on a wide array of factors, one of which is leadership in engineering research, education, and practice. A threedecade- long decline in the share of federal investment in research and development devoted to engineering and a perceived erosion of basic, long-term engineering research capability in U.S. industry and federal laboratories have raised serious questions about the long-term health of engineering research in the United States. This book illustrates the critical role of engineering research in maintaining U.S. technological leadership; documents major challenges and opportunities facing the U.S. engineering research enterprise; and offers specific recommendations for leaders in federal and state government, industry, and universities to help strengthen U.S. engineering research in the face of intensifying global competition.

This volume focuses attention on the most significant advances both in theoretical and empirical work published in leading journals of economics as well as in journals dealing with policies for science and technology.
