Building on both the current thinking among international development practitioners and the on going scholarly debate on evaluation capacity development, this study aims to identify strategies that might help to strengthen national evaluation capacity in a variety of countries in a more inclusive and sustainable fashion in the future. Based on a case study design featuring an extensive literature review of specialized literature, a series of semi structured interviews and three rounds of online validation sessions held with ECD researchers, funders and implementers; this study aims at three main objectives. First, in an attempt to enhance a more proper use of the term ECD as opposed to that of evaluation capacity building (ECB), several ECD central attributes are identified. Second, based on data collection carried out in Niger, Democratic Republic of Congo and South Africa, the capabilities of national evaluation associations as well as the magnitude of their contribution to national ECD programming, are assessed. Third, based on the analysis of the shortcomings associated with some of the existing ECD evaluative frameworks, some essential criteria for measuring ECD results more effectively in the future are presented. Results show that, for the sake of promoting a national evaluative culture in international development contexts more successfully in the future, two main strategies ought to be pursued. First, to make ECD programming more participatory, a plurality of governmental and non-governmental actors need to be involved in both the design and implementation of ECD programs. Second, in order to enhance info sharing and evaluation knowledge building among a variety of ECD stakeholders both in the public and private sector, the feasibility of implementing sphere crossing initiatives within the scope of national ECD program needs to be explored more systematically. Such is the case of activities and programs supporting the creation and or strengthening of formal and informal national evaluation associations, increasingly referred to by development agencies as Voluntary Organization of Professionals in Evaluations.

The purpose of this volume is to help governments in their efforts to build, strengthen, and fully institutionalize their monitoring and evaluation (M&E) systems, not as an end in itself but in support of improved government performance-in other words, sound governance. The volume brings together the considerable experience accumulated by the World Bank's Independent Evaluation Group (IEG) in its longstanding program of support for governments and Bank staff in their efforts to build M&E systems. It also draws on the growing body of literature from other sources on this issue. There is currently a great deal of emphasis on results and on being able to demonstrate performance. Part one starts by focusing on exactly what M&E has to offer to governments. Part two focuses on the experience of several countries that have succeeded in building a well functioning government M&E system. Part three analyzes the lessons from building government M&E systems in these and many other countries, both developing and developed. Ways to strengthen a government M&E system are presented in Part four. Part five maps out those issues where international experience with government M&E systems is not well understood or well documented. Finally, part six provides a series of commonly asked questions on M&E and their answers.

Prior to 1995, there were fewer than half a dozen regional and national evaluation organizations around the world. Today there are more than fifty, attesting to a growing interest in the practice of program evaluation internationally. Many of these new organizations have undertaken efforts to develop their own standards or to modify existing sets--most typically, the Program Evaluation Standards of the Joint Committee on Standards for Educational Evaluation--for use in their own cultural context. Following two introductory chapters, one a conceptual overview and the second a history of the development and revisions of the Program Evaluation Standards, this issue documents standards development efforts in three different settings: Western Europe, Africa, and Australasia. In addition, because nongovernmental organizations and governments have entered the standard-setting business, other chapters describe standards development activities by the European Commission and CARE International. The content points to the challenge of formalizing standards for program evaluation given cross-cultural differences in values and to the continuing challenges related to implementing voluntary standards. This is the 104th issue of the quarterly journal New Directions for Evaluation.
