Language is a critical factor in nation-building, and in a continent such as Africa, where language groups do not necessarily correspond with national boundaries, it is potentially contentious as well. Ayo Bamgbose's new book focuses on the problem of language exclusion, whereby certain languages -- and groups -- are omitted from language policies, particularly in countries in Sub-Saharan Africa. Originally based on a series of lectures given in South Africa, the individual chapters largely preserve the original style of presentation. Consequently, the book is readable, and a valuable introduction to some of the more important issues in African sociolinguistics. The book makes special reference to the language situation in post-apartheid South Africa. The appendices provide access to some of the most important documents on language policies such as the Organization of African Unity's Language Plan of Action For Africa (1986), the language provisions in the Constitution of the Federal Republic of South Africa (1996), and the Barcelona Universal Declaration on Linguistics Rights.

The immediate concern of Multilingualism and Nation Building is to relate the phenomenon of multilingualism in West Africa to its historical, social and physical environment and to trace the development of the sociolinguistic situation from the Middle Ages to the colonial and post-colonial period. At a deeper, theoretical level the author attempts to show how the two types of communication -- monolingual and multilingual -- were associated with specific social formations in the course of socio-historical evolution. This perspective leads to a new evaluation of current sociolinguistic phenomena in independent African nations and examines their approach to the question of what role their native languages should play in national life. While concrete answers to this question have to be left to policy makers, it is the aim of this book to inquire into the linguistic, social and political issues which result in a variety of possible solutions. So far the decision to maintain a non-native official language and to exclude native languages from the public domain has been the preferred option in many newly independent countries. The author therefore analyses concrete examples of the two basic models of nation building -- the assimilationist (or monolingual) and the pluralist model -- and the conditions which made each of these solutions successful. What really is at stake is the fundamental question: what type of language policy for what type of nation?

This book focuses on the increase of urban multilingualism in Europe as a consequence of processes of migration and minorisation. It offers multidisciplinary, crossnational and crosslinguistic perspectives on immigrant minority languages at home and in school in six multicultural cities across Europe. In each of these cities, Germanic or Romance languages have a dominant status in public life. This Multilingual Cities Project is based on large-scale empirical findings and has been carried out under the auspices of the European Cultural Foundation, in Amsterdam. Part I offers multidisciplinary background information on phenomenological, demographic, language rights and educational aspects of the status of immigrant minority communities and their languages in a variety of international contexts. Part II offers methodological considerations on the Multilingual Cities Project. In addition, it presents both national and local perspectives on multilingualism in each of the six cities under consideration. Each chapter provides information on the distribution and vitality of immigrant minority languages spoken at home and on the status of these languages in primary and secondary schools. Part III offers crossnational and crosslinguistic perspectives on the twenty most prominent languages that emerge from the study. The focus is again on the two major private and public domains in which language transmission may or may not occur: the home and the school, respectively. The book offers a challenging outlook on the educational management of language diversity in the increasingly multicultural and multilingual context of European nation-states.
