After over 30 years of reform and opening up, China’s aggregate economic volume is now the second largest in the world. Over the past decade many provinces in the western region of China have implemented ecological migration projects of different scales, which have attracted considerable attention both in China and abroad. The projects indicate, first, that there is an urgent need for this type of endeavor: whether the goal is to reduce poverty or to protect the environment, we need to move the poor populations out of the ecologically fragile regions. Secondly, the projects indicate that the Chinese government is capable of meeting this need. Migration projects are complex and costly and without sufficient financial resources and systematic planning, migration may fail to reduce poverty, and could even aggravate it. The rapid economic growth in China, however, makes such migration projects viable.

This volume uses recent research from the World Bank to document and analyze the bidirectional relationship between poverty and migration in developing countries. The case studies chapters compiled in this book (from Tanzania, Nepal, Albania and Nicaragua), as well as the last, policy-oriented chapter illustrate the diversity of migration experience and tackle the complicated nexus between migration and poverty reduction. Two main messages emerge: Although evidence indicates that migration reduces poverty, it also shows that migration opportunities of the poor differ from that of the rest. In general, the evidence suggests that the poor either migrate less or migrate to low return destinations. As a consequence, many developing countries are not maximizing the poverty-reducing potential of migration. The main reason behind this outcome is difficulties in access to remunerative migration opportunities and the high costs associated with migrating. It is shown, for example, that reducing migration costs makes migration more pro-poor. The volume shows that developing countries governments are not without means to improve this situation. Several of the country examples offer a few policy recommendations towards this end.

Using two rounds of nationally representative household survey data in this study, the authors measure the impact on poverty in Nepal of local and international migration for work. They apply an instrumental variable approach to deal with nonrandom selection of migrants and simulate various scenarios for the different levels of work-related migration, comparing observed and counterfactual household expenditure distribution. The results indicate that one-fifth of the poverty reduction in Nepal occurring between 1995 and 2004 can be attributed to increased levels of work-related migration and remittances sent home. The authors also show that while the increase in work migration abroad was the leading cause of this poverty reduction, internal migration also played an important role. The findings show that strategies for economic growth and poverty reduction in Nepal should consider aspects of the dynamics of domestic and international migration.

Since the collapse of apartheid, there have been major increases in migration flows within, to and from the Southern African region. Cross-border movements are at an all-time high across the region and internal migration is at record levels. The implications of greater mobility for areas of origin and destination have not been systematically explored. Migration is most often seen as a negative phenomenon, a result of increased poverty and the failure of development. More recently, the positive relationship between migration and development has been emphasised by agencies such as the Global Commission on International Migration, the Global Forum on Migration and Development, the United Nations Development Programme and the African Union. The chapters in this publication are all based on primary research and examine various facets of the relationship between migration, poverty and development, including issues that are often ignored in the migration-development debate like migration and food security and migration and vulnerability to HIV. The book argues that the development and poverty reduction potential of migration is being hindered by national policies that fail to recognise and build on the positive aspects and potential of migration. As a result, as these studies show, migrants are often pushed to the margins where they are forced to "survive on the move". Their treatment violates labour laws and basic human rights and compromises the potential of migration as a means to create sustainable livelihoods, reduce poverty and food insecurity, mitigate the brain drain and promote the productive use of remittances. This book shows that migrant lives and livelihoods should be at the centre of international and African debates about migration, poverty and development.
