The persistence of poverty—in rich and poor countries alike—is one of the most serious problems facing humanity. Better measurement of poverty is essential for raising awareness, motivating action, designing good policy, gauging progress, and holding political leaders accountable for meeting targets. To help make this possible, Atkinson provides a critically important examination of how poverty is—and should be—measured. Bringing together evidence about the nature and extent of poverty across the world and including case studies of sixty countries, Atkinson addresses both financial poverty and other indicators of deprivation. He starts from first principles about the meaning of poverty, translates these into concrete measures, and analyzes the data to which the measures can be applied. Crucially, he integrates international organizations’ measurements of poverty with countries’ own national analyses. The paper critically assesses prevailing measures of global poverty. A welfarist interpretation of global poverty lines is augmented by the idea of normative functionings, the cost of which varies across countries. In this light, current absolute measures are seen to ignore important social effects on welfare, while popular strongly-relative measures ignore absolute levels of living. It is argued that a new hybrid measure is called for, combining absolute and weakly-relative measures consistent with how national lines vary across countries. Illustrative calculations indicate that we are seeing a falling incidence of poverty globally over the last 30 years. This is mainly due to lower absolute poverty counts in the developing world. While fewer people are poor by the global absolute standard, more are poor by the country-specific relative standard. The vast bulk of poverty, both absolute and relative, is now found in the developing world.

Current estimates of global poverty vary substantially across studies. In this paper we undertake a novel sensitivity analysis to highlight the importance of methodological choices in estimating global poverty. We measure global poverty using different data sources, parametric and nonparametric estimation methods, and multiple poverty lines. Our results indicate that estimates of global poverty vary significantly when they are based alternately on data from household surveys versus national accounts but are relatively consistent across different estimation methods. The decline in poverty over the past decade is found to be robust across methodological choices.

A new book on measuring global poverty by the late Tony Atkinson was published in 2019 by Princeton University Press. We describe how we edited the incomplete manuscript that Atkinson left at his death, the additions we made (which include afterwords by François Bourguignon and Nick Stern), and the content and structure of the book. We then discuss what we believe Atkinson was trying to achieve, emphasising both the important insights of the book and where the gaps remain. We also review parallel developments in the World Bank's measurement of global poverty that were stimulated by the report of the Commission on Global Poverty, written by Atkinson, from which this book was developed. The new book is more than four hundred published pages. It remains unfinished yet it is a masterly guide to the nuances of poverty measurement and an invaluable source for future research.

Despite the determined effort of government and development agencies to reduce poverty and ensure sustainable development, poverty remains an everlasting challenge of the world. This study aims to examine rural household poverty and its determining factors using alternative poverty measurement approaches, in case of Gozamin Woreda, East Gojjam Zone of Amhara Region. It used both objective and subjective based poverty analysis approaches, where the survey based analysis and PPA of the study depend on randomly selected 242 and 42 sample households respectively. Using cost of basic needs approach (CBN), the poverty line of the study area is estimated as 19.16 Birr per day per adult equivalent. The study engaged Foster, Greer and Thorbecke (FGT) group of poverty measures to assess the incidence, depth and intensity of poverty and decompositions were made across sample Kebeles and socio-economic variables. OLS, logit and censored (Tobit) regression models were also applied to identify determining factors of household consumption expenditure, poverty incidence, depth and severity. PPA findings revealed that, perception of the community towards poverty is beyond the conventional, income/consumption based definition. Therefore, development policies and poverty reduction strategies should respond to rapid rural population growth. Moreover, Dega agro-ecological areas need particular attention all the way through poverty reduction efforts.
