The result is a robust, insightful and sometimes sobering series of accounts of the promises and pitfalls of efforts to reform the institutions and practices of public governance around the world. A must-read. Paul t Hart, Australian National University This major Handbook provides a state-of-the-art study of the recent history and future development of international public management reform. This book offers an understanding of the current state of public management in the Gulf Cooperation Council (GCC) region, highlighting the region's institutional and human capital constraints. Drawing on case studies from GCC states and beyond, the book provides a policy-oriented analysis of these challenges and a set of recommendations on how to address them. Public Management Reform in the Gulf Cooperation Council and Beyond utilizes several theoretical frameworks to explore three themes: first, how the quality of government and efficiency of its bureaucratic machinery can offer a business-friendly environment for the private sector; second, how public-private partnerships can foster stronger collaboration and exchange of knowledge and expertise between the public and private sectors; and finally, how the existing human capital constraints may be addressed through the effective implementation of talent management, knowledge management, and training programs. A comparative approach is taken throughout the book, contrasting the performance of GCC states with other Middle East and North Africa (MENA) countries or the Organization for Economic Cooperation and Development (OECD) member countries in key governance, public sector performance, and business competitiveness indicators to identify what the GCC states need to do to enhance the quality of government and the capacity to deliver services more efficiently. This book will appeal to academics, practitioners, policymakers and private sector consultants, as well as those interested more broadly in the Middle East and the Gulf region.

The underpinning assumption of public management in the developing world as a process of planned change is increasingly being recognized as unrealistic. In reality, the practice of development management is characterized by processes of mutual adjustment among individuals, agencies, and interest groups that can constrain behaviour, as well as provide incentives for collaborative action. Paradoxes inevitably emerge in policy network practice and design. The ability to manage government departments and operations has become less important than the ability to navigate the complex world of interconnected policy implementation processes. Public sector reform policies and programmes, as a consequence, are a study in the complexities of the institutional and environmental context in which these reforms are pursued. Building on theory and practice, this book argues that advancing the theoretical frontlines of development management research and practice can benefit from developing models based on innovation, collaboration and governance. The themes addressed in Public Sector Reforms in Developing Countries will enable public managers in developing countries cope in uncertain and turbulent environments as they seek optimal fits between their institutional goals and environmental contingencies.

The lack of sufficient access to clean water is a common problem faced by communities, efforts to alleviate poverty and gender inequality and improve economic growth in developing countries. While reforms have been implemented to manage water resources, these have taken little notice of how people use and manage their water and have had limited effect at the ground level. On the other hand, regulations developed within communities are livelihood-oriented and provide incentives for collective action but they can also be hierarchal, enforcing power and gender inequalities. This book shows how bringing together the strengths of community-based laws rooted in user participation and the formalized legal systems of the public sector, water management regimes will be more able to reach their goals.

This book is based on a unique data set and assesses in comparative terms the public management reforms in the five Nordic countries: Denmark, Finland, Iceland, Norway, and Sweden. Based on the assessments of administrative executives, the book compares the Nordic countries with the Anglo-Saxon, the Germanic, the Napoleonic and the East European group of countries. The book addresses the following questions: What reform trends are relevant in the public administrations of the Nordic countries? What institutional features characterize the state authorities in these countries? What characterizes the role identity, self-understanding, dominant values, and motivation of administrative executive in the Nordic countries? What characterizes reform processes, trends and content, what is the relevance of different types of management instruments, and what are their perceived effects and the perceived performance of the public administration? The book also examines how the different Nordic countries dealt with the financial crisis of 2008, and how the differences and similarities in their approaches can be explained.

Reforms challenge the status quo, often threatening those with a stake in the current system, even if the status quo is unsustainable. Institutions also need the capacity to implement and sustain reforms to meet expectations from change. The political and institutional changes resulting from reforms have to be managed until the success of the reforms becomes apparent. The Asian Development Bank, for more than 2 decades of supporting reforms, has found that no blueprint for success exists; however, there are clues as to what may work, and how the reform process can be better managed. The book aims to help those involved in the policy reform process to understand the political economy factors that influence the change process and of the assistance to support reforms.
