The decade of the 1980s marked a triumph for market capitalism. As politicians of all stripes sought to reinvent government in the image of private enterprise, they looked to the voluntary sector for allies to assuage the human costs of reductions in public policies of social welfare. This book details the “savage side” of market capitalism in Appalachia and explains the social, political, and economic roles that mediating structures play in mitigating it. Profiling the work of twenty-three such mediating structures — community-based organizations that battled to provide social safety nets, fight environmental assaults, and upgrade the education and job skills of Appalachian residents — Richard Couto distills the practical lessons to be found in their successes and shortcomings. Couto argues that a broader set of democratic dimensions be used in taking the measure of civil society and public policy in the twenty-first century. He shows that mediating structures promote the democratic prospect of reduced inequality and increased communal bonds when they provide and advocate for new forms and increased amounts of social capital — the public goods and moral resources that we invest in one another as members of a community.

Most American citizens are quick to criticize federal bureaucracy for its size and inefficiency. They assume it has exceeded the intent of our nation's founders; yet men like James Madison and Alexander Hamilton knew that good public administrators were essential to good government. William Richardson here examines the origins, legitimacy, and limitations of public administration from the perspective of the Founders' thought. He shows that these men—especially the authors of The Federalist—advocated an energetic public administration as an essential component of government and even considered the emergence of a "natural aristocracy" of virtuous civil servants. The Founders would see the fault of today's federal bureaucracy, argues Richardson, not as much in its size as in the character of its members. Richardson relates the Founders' belief that the nation should strive to produce public servants committed to developing character traits, such as wisdom and moderation, that would exemplify the highest ideals of the republic and thus ensure its survival. They anticipated some self-interest on the part of administrators, but believed it would be held in check by public opinion and the political process. To test the success of the Founders' ideal, Richardson examines both the character of administrators and the role of ethics in forming that character. He explores the various plans for educating public leaders throughout American history and looks at how attitudes toward public administration have changed in this century, from Woodrow Wilson's scientific ideal to recent proposals to downsize government. Among other suggestions, Richardson advocates reforming existing institutions by emphasizing character. Democracy, Bureaucracy, and Character is an exercise in legitimizing public administration, offering important insights into the Founders' thoughts that can be applied to today's debate over government bureaucracy. Public administration may be problematic by nature, observes Richardson, but it is crucial to our form of government. Through his analysis we can see that, while bureaucracy and democracy have long had an uneasy relationship, neither can be effective unless we fully assess the place and purpose of character in the American regime.

Democracy in Thailand is the result of a complex interplay of traditional and foreign attitudes. Although democratic institutions have been imported, participation in politics is deeply rooted in Thai village society. A contrasting strand of authoritarianism is present not only in the traditional culture of the royal court but also in the centralized bureaucracies and powerful armed services borrowed from the West. Both attitudes have helped to shape Thai democracy's specific character. This topical volume explores the importance of culture and the roles played by leadership, class, and gender in the making of Thai democracy. James Ockey describes changing patterns of leadership at all levels of society, from the cabinet to the urban middle class to the countryside, and suggests that such changes are appropriate to democratic government--despite the continuing manipulation of authoritarian patterns. He examines the institutions of democratic government, especially the political parties that link voters to the parliament. Political factions and the provincial notables that lead them are given careful attention. The failure to fully integrate the lower classes into the democratic system, Ockey argues, has been the underlying cause of many of the flaws of Thai democracy. Female political leadership, another imported notion, is better represented in urban rather than rural areas. Yet gender relations in villages were more equitable than at court, Ockey suggests, and these attitudes have persisted to this day. Successful women politicians from a variety of backgrounds have begun to overcome stereotypes associated with female leadership although barriers remain. With its wide-ranging analysis of Thai politics over the last three decades, Making Democracy is an important resource for both students and specialists.
