This report presents the results of an inter-agency risk assessment mission to the Usoi landslide dam and Lake Sarez, organised by the UN Secretariat for the International Decade for Natural Disaster Reduction in June 1999. The mission studied the dam and lake, as well as the inhabitants and environment of the Bartang valley for approximately 200km downstream. The team concluded that the probability of an outburst flood from Lake Sarez was low but, should such a flood occur, the impact on the downstream valleys would be devastating. Apart from an outburst flood, the local people are subject to hazards associated with earthquakes, slope instability and flooding. The potential for a flood is one of the major concerns of the region. The report presents practical recommendations for further action.

A landslide is a geological phenomenon which includes a wide range of ground movement, such as rock falls, deep failure of slopes and shallow debris flows, which can occur in offshore, coastal and onshore environments. Although the action of gravity is the primary driving force for a landslide to occur, there are other contributing factors affecting the original slope stability. Typically, pre-conditional factors build up specific sub-surface conditions that make the area/slope prone to failure, whereas the actual landslide often requires a trigger before being released. This book discusses such triggers, as well as their outcomes.
